Code Enforcement
Complaints regarding trash, high grass and weeds, overgrown lots, illegal dumping and non-running automobiles on private property are investigated by Code Enforcement Officers assigned to the Neighborhood Programs Division. Code Enforcement Officers also enforce ordinances regarding graffiti and vacant unsecured residential structures Citizens can report these violations to their Neighborhood Alert Centers or by telephoning the central complaint reporting number at 371-4849.

Minimum Housing Code Enforcement
Code Enforcement Officers also investigate violations of the Little Rock Minimum Housing Code. Examples of these violations include property owners who fail to maintain their residences or accessory buildings, allowing them to fall in to a state of disrepair or structures that have sustained fire damage.

Rental Property Inspection Program
Another component of Code Enforcement is the Systematic Rental Property Inspection Program. This program provides for a biannual inspection of all rental properties located in the City of Little Rock. The purpose of this inspection is to insure that all rental units are maintained in a safe condition to meet Minimum Housing Code Standards. The Rental Inspection Program also provides an avenue for rental property owners to require tenants who damage their property to make repairs or provide financial compensation to cover the cost of repairs.

Neighborhood Challenge Grants
This program is designed to assist neighborhood associations in developing a variety of projects that will benefit their neighborhood. Neighborhood associations can make application each year for a grant of $2500.00 to accomplish such projects as neighborhood entry signs, replace or purchase equipment for their park, or develop summer youth programs. Tools and equipment can also be purchased to participate in the Neighborhood Beautification and or Neighborhood Enhancement Programs.

Neighborhood Enhancement Program
Neighborhood Enhancement provides assistance to qualified homeowners in need of exterior improvements to their homes. Neighborhood associations sponsor the homeowners and hire citizens to perform the work. When youth are employed the association provides the supervision of the work. The grant is for a maximum of $1500.00 and must cover the purchase of materials and labor costs. Landfill redevelopment in existing residential neighborhoods.

Neighborhood Beautification
This program provides employment opportunities for citizens living in their neighborhood. The City of Little Rock contracts with participating neighborhood associations and nonprofit groups to cut weedlots in their own neighborhoods as well as citywide. The city provides equipment, fuel and pays the participants for their work. Neighborhood Beautification provides summer employment for youth as well as fixed income citizens in addition to neighborhood associations and nonprofits.

Demolition of Unsafe Residential Structures
Residential structures that have been declared unsafe for occupancy by Code Enforcement are submitted to the Little Rock Board of Directors for condemnation. Once officially condemned by the City Board, Neighborhood Programs awards contracts for the demolition of these structures and supervises the demolition process to insure that the site is brought in to full compliance with city ordinance.

Neighborhood Alert Centers
At present the City of Little Rock operates 16 Neighborhood Alert Centers located through out the City of Little Rock. Neighborhood Alert Centers have become hubs of decentralized city services. Code Enforcement Officers, Community Oriented Police Officers and Neighborhood Facilitators staff each Alert Center.

Crack House Elimination Program

Little Rock has implemented a crack house hot line where citizens can report addresses where they suspect illegal drug activity. The complaint is taken anonymously and is forwarded to the Alert Center. The Alert Center team consisting of Code Enforcement Officers, Neighborhood Facilitators and the Community Oriented Police Officers investigate the complaint and notify the property owner. The Alert Center team takes a zero tolerance approach. Neighborhood residents are requested to observe and record suspicious activity and report this information to the Neighborhood Facilitator. All information is kept in strict confidence to protect the identity of the person reporting the activity. Citizens can report suspected drug activity by calling 376-MOVE. All calls are confidential and the caller remains anonymous.
