SYNOPSIS |
The applicant is requesting an appeal of the Planning Commission’s recommendation of denial for the rezoning of this site from R-2, Single-family to PD-C to allow the development of the site with an automobile repair business. |

CITIZEN PARTICIPATION |
The Planning Commission reviewed the proposed PD-C request at its July 15, 2004 meeting. There were no registered objectors present. All property owners within 200 feet of the site, all residents within 300 feet, who could be identified, the Crystal Valley Property Owners Association and Southwest Little Rock United for Progress were notified of the Public Hearing. |

BACKGROUND |
The applicant proposes to rezone the site located at 13504 Crystal Valley Road from R-2, Single-family to PD-C to allow the owner to operate an automobile repair business specializing in the repair of Japanese cars. The proposed hours of operation are from eight am to five pm, Monday through Friday. The applicant has indicated there will not be any additional employees of the company. |

BACKGROUND CONTINUED |
The applicant amended his request at the Planning Commission Public Hearing with regard to signage and the number of automobiles to be on the site. The applicant has indicated no signage will be placed on the site. The applicant has also indicated there will be no more than six cars on the site including three of his personal vehicles.
The applicant is requesting a three-year deferral of paving requirement for the existing parking area and drive. The site plan also includes the placement of a wood fence along the southern property line with the remainder of the site screened by existing evergreen foliage, which is a minimum of six feet in height.
The site is located outside the City Limits but within the City’s Extraterritorial Planning Jurisdiction.
