TO:                     HONORABLE MAYOR AND BOARD OF DIRECTORS

FROM:               BRUCE T. MOORE, CITY MANAGER

SUBJECT:         SIDEWALK AT 65th STREET AND LANCASTER ROAD

DATE:               OCTOBER 8, 2004

At the September 7, 2004, Board of Directors Agenda Meeting, the request was made to provide a sidewalk along Lancaster Road from 65th Street southward to the Rosewood Apartments. Staff has reviewed the site and has determined that the cost to construct the 330 feet of sidewalk would be approximately $40,000. The high cost is due to the need for the construction of retaining walls and extensive filling of the area adjacent to the street. Staff investigated the availability of ADA funds for this project; however, sufficient funds are not available.

A second option considered was the installation of access ramps and a crosswalk at the intersection of 65th Street and Lancaster Road. Staff estimated that this option would cost approximately $7,000; however, this option would not improve the access from the Rosewood Apartments to 65th Street.

A third option considered was to construct a concrete pad on Lancaster Road at the location of the bus stop, in which the method of access would be from the apartment driveway. Staff noted that the parking lot of the apartment complex was about four (4) feet lower than the street and that the cost to provide handicap access from the parking lot to a concrete pad on the street would cost approximately $3,500. An additional $1,000 would provide for steps directly down to the parking lot. Moving the bus stop to the driveway for the apartment would reduce the cost to about $2,000; however, this would not provide any sidewalk along Lancaster Road.

Staff will continue to explore addition options.
