JOB TITLE: Resources Technician

JOB
OBJECTIVE: To provide assistance in the preparation of
budget data, purchase requisitions, biweekly payrolls for private contractors,
and the payment of utility and supply bills for the Parks and Recreation
Department.
ACCOUNTABILITY: Receives general supervision from the Resources
Coordinator.
ESSENTIAL
JOB FUNCTIONS:
1. Monitors
the Parks and Recreation Department's budget accounts; verifies purchase
requisitions received from Division managers against budget appropriations and
notifies supervisor of discrepancies.
2. Ensures
availability of funds for payment of bills by making approved transfers;
generates Appropriation Transfer Requests (ATRs) for payment of utilities and
supplies.
3. Operates
the computer to update existing data base for Parks and Recreation programs by
entering data for the compilation of various monthly and annual financial
reports itemizing total revenues received.
4. Distributes
Divisional correspondence; types letters and drafts memos in response to
questions relative to the budget, purchase orders, and inquiries from vendors
as directed.
5. Provides
information to vendors for verifying items received to correct billing errors;
forwards corrected invoices to the Finance Department for payment.
6. Maintains
files and records of specifications, bid information, and private contracts.
7. Contacts
vendors and private contractors by phone, correspondence, or personal visits to
verify charges for items delivered and correct payroll problems; serves as
contact person for contractors regarding clarification of billing, invoice
amounts and expected payment dates.
8. Monitors
and renews annual subscriptions and membership dues for conferences and
publications for the Parks and Recreation Department.
9. Maintains
and supervises the administrative Division petty cash fund; reimburses City
employees upon presentation of receipts.
10. Receives
payment and issues receipts for property rental leases; maintains records of
payments, distributes late fee notices and directs work orders for maintenance
and upkeep of rental property.

11. Makes
travel arrangement for Department employees; prepares purchase requisitions for
travel expenses and ensures travel checks are received; reconciles travel
receipts and forwards to the Finance Department.
12. Orders
pagers and mobile phones for Parks and Recreation Department; processes monthly
statements for payment, keeps ledger of minutes used and checks for accuracy.
13. Researches
documents to assist with audits that pertain to forgeries, purchasing
maintenance equipment, supplies and accounts receivable.
14. Operates
a City pool automobile in the performance of essential job functions.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Verifies
the number of hours worked by employees of private contractors; computes
biweekly payroll including the completion of all forms to comply with federal
regulations and guidelines; forwards requisitions for payment to finance
department.
2. Maintains
an inventory listing of equipment assigned to the Parks and Recreation
Department; insures that equipment listed is properly assigned to each division.
3. Coordinates
parking procedures for University of Arkansas football games; recruits
volunteers and establishes work schedules, mails applications for recreational
vehicle and bus parking, arranges for the printing of tickets and prepares
requisition for paying contract employees.
4. Inputs
annual budget data into the computer for the Parks and Recreation Department;
provides Division managers with printouts of balances to ensure accounts are
not exceeded.
5. Performs
other related duties as required.

ACCEPTABLE
EXPERIENCE AND TRAINING:
Completion of
at least one (1) year of vocational-technical school coursework in
Business Administration, or a related area; at least two (2) years of
experience in maintaining or monitoring business records; OR any equivalent combination experience and training which provides the
required knowledge, skills, and abilities.
ADDITIONAL
REQUIREMENT:
Must possess
a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before
employment and maintain licensure for the duration of employment in this
position.
