JOB OBJECTIVE:  To participate in and direct personnel engaged in the maintenance and development of City horticulture projects.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Directs assigned personnel and performs activities in horticulture development and cultural maintenance work, including laying sod and mowing, planting, pruning, trimming, transplanting, and watering flowers, shrubs, trees and turf, using hand tools and power equipment.

 

2.         Directs assigned personnel and performs activities in the mixing and application of chemical agents, including fertilizers, fungicides, herbicides, insecticides, and pesticides, to plant material using hand and tractor-mounted equipment.

 

3.         Directs assigned personnel and performs activities in land contouring and drainage systems development, including operating sight level, by ensuring proper installation, maintenance, and use of French drains, swales, and drainage trenches.

 

4.         Directs assigned personnel and performs activities in the preparation of City facilities before special events; for cleaning area before, during, and after special events; and for other special events support.

 

5.         Directs assigned personnel and performs activities for securing the hookup of additional electricity and water outlets at City facilities for special events.

 

6.         Monitors work performance of personnel to ensure the completion of assigned duties; provides employee discipline for minor Departmental rule violations; notifies supervisor of more serious disciplinary problems.

 

7.         Ensures the correct completion of time cards for assigned personnel.

 

8.         Directs assigned personnel and performs activities in the installation, maintenance and repair of irrigation and sprinkler systems.

 

9.         Ensures decorative and drinking fountains are repaired and maintained by directing assigned personnel, performing the activities, or obtaining contractual vendor to make repairs.

 

10.       Monitors and maintains greenhouse structures and operations, including fans, power, irrigation.

 

11.       Operates a greenhouse and maintains stocking and growing plant nursery, which includes plant germination, cultivation, transplanting, and insect and disease control.

 

12.       Maintains paper records of job site materials, equipment usage, and hours worked; submits reports based on records.

 

13.       Maintains paper logbooks by handwriting log entries documenting the use of chemical agents.

 

14.       Directs assigned personnel and performs activities for special maintenance and development projects, including planting bed construction, retaining wall construction, and tree installation.

 

15.       Maintains records of equipment preventive maintenance; reviews maintenance schedules to ensure that equipment is properly maintained at proper intervals.

 

16.       Ensures hand tools and small power tools used in pruning and trimming are sharpened, maintained, and repaired.

 

17.       Operates medium and heavy equipment, including backhoe, bucket truck, forklift, front-end loader, scissors lift, tractor, and trencher for performing horticulture duties.

 

18.       Loads and secures medium and heavy equipment onto trailers for transport to job site.

 

19.       Drive trucks with trailers to transport medium and heavy equipment.

 

20.       Operates an assigned City automobile to pick up supplies.

 

21.       Provides training for assigned personnel in various aspects of horticulture and equipment operation, including the application of various chemicals.

 

22.       Gathers equipment and tool inventory, work order, and job data for Work Order and Maintenance Information System; inputs data into system by utilizing a computer terminal; initiates work orders.

 

23.       Produces reports from Work Order Maintenance Information System by utilizing a computer terminal.

 

24.       Requisitions and purchases needed supplies and materials; obtains bids for special maintenance projects including plant materials for City facilities.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Performs other related duties as required.

 

SUPERVISORY RESPONSIBILITIES:  Irrigation Specialist, Parks Landscape Worker, Parks Maintenance Workers, Parks Maintenance Workers – Senior.

 

MINIMUM QUALIFICATIONS:

 

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Knowledge of the proper mixing and application of chemical agents, including fertilizers, fungicides, herbicides, insecticides, and pesticides.

 

Knowledge of preventative maintenance requirements for tractors, mowers, and medium and heavy equipment.

 

Knowledge of greenhouse and plant nursery operations.

 

Knowledge of the methods and techniques of mowing, planting, pruning, trimming, transplanting, and watering flowers, shrubs, trees and turf.

 

Knowledge of the methods and techniques of turf establishment, including seeding and sodding, and standard turf management practices.

 

Knowledge of the installation and maintenance of decorative and drinking fountains and irrigation and sprinkler systems.

 

Knowledge of the methods and techniques of land contouring and drainage systems development, including the use of sight levels, French drains, swales, and drainage trenches.

 

Knowledge of building construction methods and practices.

 

Knowledge of basic principles of plumbing and electrical systems.

 

Skill in the operation of a sight level.

 

Skill in the operation of a computer terminal.

 

Skill in the operation of medium and heavy equipment, including backhoe, bucket truck, forklift, front-end loader, scissors lift, tractor, and trencher.

 

Skill in the operation of an automatic transmission automobile.

 

Ability to contour land and to install French drains, swales, and drainage trenches.

 

Ability to install and maintain fountains and irrigation and sprinkler systems.

 

Ability to hook up electrical and water outlets.

 

Ability to maintain hard copy and computer files and records.

 

Ability to maintain an equipment and tool inventory control system.

 

Ability to lay sod.

 

Ability to mix and apply chemical agents, including fertilizer, fungicide, herbicide, insecticide, and pesticide, to plant materials.

 

Ability to follow oral and written instructions.

 

Ability to read and follow simple blueprints or sketches.

 

Ability to direct the work activities and monitor the performance of assigned personnel.

 

Ability to communicate effectively, both orally and in writing.

 

These knowledge, skills, and abilities are usually, although not always, acquired through the completion of high school, two (2) years of experience in horticulture, or a related area, two (2) years of experience in grounds maintenance, golf course maintenance, parks development and construction, or a related area, and one (1) year of supervisory experience.  Equivalent combinations of education and experience will be considered.

 

ADDITIONAL REQUIREMENTS:

 

Must possess a valid Arkansas Class A (Commercial Vehicle) Driver’s License with H endorsement within 30 days of employment and maintain licensure for duration of employment in this position.

 

Must possess Arkansas State Plant Board Non-Commercial Applicator Certificate, Classification 13B, Ornamental Weed Control, OR Arkansas State Plant Board Commercial Applicator License, Category 6, Ornamental Weed Control, within eighteen (18) months of employment and maintain certification/licensure for duration of employment in this position.
