JOB TITLE: Human Resources Analyst I (Employee Relations)

JOB
OBJECTIVE: To maintain the City's classification and
compensation system; to assist with employee relations activities and projects.
ACCOUNTABILITY: Receives general supervision from the Human Resources
Analyst II (Employee Relations).
ESSENTIAL
JOB FUNCTIONS:
1. Conducts
job audits with position incumbents and their immediate supervisors to collect
information for creating and updating job descriptions and specifications;
writes and revises job descriptions and specifications.
2. Recommends
job titles, required knowledge, skills, and abilities, and minimum
qualifications for positions based on job duties and responsibilities, support
materials and compatibility with other City classifications.
3. Recommends
reclassification or retention of the current pay grade for revised positions,
utilizing point factor analysis; recommends pay grades for new positions, utilizing
point factor analysis.
4. Maintains
hard copy and computer files and records of created positions, reclassification
requests, maintenance audits, final disposition of actions and other related
documentation.
5. Recommends
benchmark positions, benefits information and participants to be included in
City salary and benefit surveys.
6. Compiles
salary and benefit survey results; analyzes survey results, utilizing
statistical analysis; distributes survey results.
7. Compiles
and distributes the annual Compensation Manual.
8. Computes
cost figures for proposed changes in employee benefit and compensation plans,
utilizing a microcomputer with spreadsheet software.
9. Drafts
language for the Administrative Personnel Policy and Procedure Manual.
10. Maintains
records and materials regarding salary data, labor negotiations, and special
projects.
11. Prepares
regular and special narrative and statistical reports, utilizing a
microcomputer with spreadsheet and word processing software.

12. Answers
questions from City employees and other organizations regarding classification
and compensation and labor relations issues, policies, and procedures.
SECONDARY
DUTIES AND RESPONSIBILITIES:
1. Responds
to requests for salary information from other organizations by completing
written surveys and providing information by telephone.
2. Processes
grievance and disciplinary action appeal hearing requests by scheduling hearings
and creating and maintaining files.
3. Prepares
and presents the Employee Relations portion of the monthly orientation program.
4. Conducts
exit interviews.
5. Attends
labor negotiation sessions to take meeting minutes and research assigned
issues.
6. Performs
other related duties as required.

ACCEPTABLE
EXPERIENCE AND TRAINING: Completion of a Bachelor's
degree in Human Resources Administration, Business Administration, Applied
Psychology, or a related area; at least two (2) years of technical or
paraprofessional-level experience in a human resources department setting; OR any equivalent combination of experience
and training which provides the required knowledge, skills, and abilities.
