JOB TITLE: Community Development Programs Monitor
MAINTENANCE

JOB
OBJECTIVE: To monitor the financial aspects of
community development programs and projects to ensure compliance with applicable
local, state, and federal regulations; to perform analysis and record-keeping
activities for community development programs and projects.
ACCOUNTABILITY: Receives general supervision from the Community
Development Planner.
ESSENTIAL
JOB FUNCTIONS:
1. Monitors
and reviews the performance and regulatory compliance of community development
programs and projects; prepares comprehensive evaluations for review by
supervisor; recommends changes to meet goals and objectives.
2. Monitors
accounting records of sub-grant recipients to ensure compliance with applicable
local, state, and federal regulations.
3. Establishes
and maintains hard copy and computerized files and records to track the
performance of community development projects and programs.
4. Establishes
and maintains computerized filing and record-keeping systems to ensure
compliance with contracts and to ensure that assisted homeowners comply with
conditions of their purchase or home repair agreements.
5. Provides
assistance to partnering agencies and organizations in reviewing requests for
funds for compliance with funding agreements and applicable regulations.
6. Researches
information and prepares annual performance reports regarding Community
Development Block Grant (CDBG), Home Investment Partnerships programs,
Emergency Shelter Grant program, and other funding sources.
7. Assembles
data from agencies in the community which receive federal, state or City
housing subsidies (e.g., the Housing Authority, Arkansas Human Services
Department, etc.); prepares annual performance reports for submission to U.S.
Department of Housing and Urban Development (HUD) regarding the effectiveness
of the City's Consolidated Plan.
8. Attends
meetings with community development corporations (CDCs), citizen participation
committees, non-profit, and for-profit developers, and others to provide
information and technical assistance in the planning, development, and
administration of community development programs and projects.
9. Performs
reconciliations between the City’s accounting records and HUD’s Integrated
Disbursement and Information System (IDIS).

10. Compiles
and analyzes data; prepares narrative and statistical reports.
11. Compiles
budget data for the CDBG and HOME Programs for use in preparation of the annual
budget.
12. Operates
microcomputer with communications, database, spreadsheet, and word processing

SECONDARY DUTIES AND RESPONSIBILITIES:
1. Provides
information to auditors of various City, state, and federal agencies.
2. Answers
questions and provides information to individuals and agency representatives
regarding community development programs and related reports.
3. Performs
other related duties as required.

ACCEPTABLE
EXPERIENCE AND TRAINING: Completion of a Bachelor’s
Degree in Business Administration, Public Administration, Computer Science,
or a related area; two (2) years of experience in community development
or housing programs, program evaluation, or a related area; two (2) years of
experience in computerized records maintenance; OR any equivalent combination of experience and training which provides
the required knowledge, skills, and abilities.
