JOB DESCRIPTION
JOB TITLE: Zoo Facilities Operations Foreman
MAINTENANCE REVIEW DATE: May 2000

JOB OBJECTIVE: To plan, schedule, supervise and monitor the maintenance of existing facilities, construction of new facilities, Environmental Protection Agency (EPA) compliance, and custodial services at the City Zoo.
ACCOUNTABILITY: Receives general direction from the Director of the Zoo.
ESSENTIAL JOB FUNCTIONS:
1. Plans, schedules and reviews the custodial, construction, horticulture, maintenance, repair, and Environmental Protection Agency (EPA) compliance activities of assigned personnel at the Zoo, including preventative maintenance activities.
2. Works with animal care staff to develop and recommend exhibit design changes, new exhibit and building design, landscape layouts and special event layouts; consults with others to develop plans; plans and implements approved changes.
3. Develops work schedules and construction methods for new Zoo facilities by visiting proposed construction sites with contractors and reviewing construction plans.
4. Monitors the work of outside contractors to ensure compliance with specifications; inspects completed work, approves work meeting specifications and submits for payment.
5. Prepares project bid specifications and plans for review by supervisor.
6. Prepares purchase orders for bids on material for construction, maintenance and repairs of animal enclosures, equipment, and buildings for review by supervisor.
7. Approves purchase requisitions for construction, maintenance, and repairs of animal enclosures, equipment, grounds, and buildings.
8. Prepares tentative budget figures for maintenance, grounds facilities, custodial services, and EPA compliance; submits budget figures to supervisor for review and approval.
9. Provides working supervision for special projects, exhibits and developments.
10. Reviews and monitors EPA and National Pollutants Discharge and Elimination System (NPDES) compliance reports and activities to develop appropriate plans.
11. Inspects Zoo grounds, exhibits, buildings and facilities to ensure the proper maintenance working order of electrical, mechanical, and plumbing systems.
12. Monitors preventative maintenance schedule for Department vehicles and equipment; maintains related records; schedules repairs with Fleet Services; orders new gasoline credit cards.
13. Monitors daily records of work completed, project invoices and materials required; verifies materials used for each project.
14. Establishes and implements a preventative maintenance schedule for Zoo facilities.
15. Investigates vandalism and other damage to buildings, exhibits and equipment to determine costs, needed repairs and preventative measures.
16. Serves as the Department Safety Officer by scheduling safety meetings and training programs and enforcing safety procedures.
17. Operates a City pool automobile in the performance of essential job functions.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Ensures the training of assigned employees in the proper use of hand and power tools and equipment.
2. Maintains inventory of supplies and equipment; requisitions and purchases equipment, supplies, and small tools; recommends purchase and replacement of large tools and equipment.
3. Verifies invoices with purchases and proper budget account charges; forwards completed invoices for payment.
4. Maintains inventory records on vehicles, equipment, and tools assigned to the Zoo.
5. Plans, organizes, and schedules work activities for work release, community service, juvenile justice, and court and jail prisoners workers for requesting organization, scheduling activities for workers in compliance with organization regulations and schedules; performs record keeping and completes reports and documentation as required by requesting organization.
6. Performs other related duties as assigned.
SUPERVISORY RESPONSIBILITIES:
Provides general supervision to Engineering Technician – Senior and Zoo Landscape Worker; provides immediate supervision to Laborer.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of the planning and principles of zoological building maintenance, carpentry and construction.
Knowledge of plumbing, welding, electrical work, masonry, and concrete pouring and finishing.
Knowledge of zoological building and exhibit construction methods and practices.
Knowledge of drainage construction methods, materials, and techniques.
Knowledge of the techniques and principles involved in horticultural activities.
Knowledge of the Environmental Protection Agency (EPA) regulations governing water standards.
Familiarity with construction blueprints and schematics.
Skill in the operation of hand and power tools.
Skill in the operation of tractors and light earth-moving equipment.
Skill in the operation of automatic and standard transmission automobiles.
Skill in the operation of a cutting torch.
Ability to develop construction and maintenance work plans for a zoological setting.
Ability to read and interpret EPA regulations and standards.
Ability to read and follow simple blueprints and sketches.
Ability to estimate the types and amounts of materials required to repair, construct or maintain zoo facilities and exhibits.
Ability to maintain accurate files and records.
Ability to work with and around exotic and potentially dangerous wild animals.
Ability to plan, schedule and supervise the work of assigned personnel.
Ability to communicate effectively, both orally and in writing.
ACCEPTABLE EXPERIENCE AND TRAINING:
Completion of at least two (2) years of vocational-technical coursework in carpentry, building trades, zoological maintenance or park maintenance; at least two (2) years of experience in building maintenance, construction and grounds maintenance; at least two (2) years of experience in drainage construction, wastewater construction, wastewater testing or inspection, or a related area; at least one (1) year of supervisory experience; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
ADDITIONAL REQUIREMENT:
Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
