JOB OBJECTIVE:  Develops and administers the policies and goals of the Workforce Development Program.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Directs implementation and coordination of the City’s Workforce Development Program; develops, writes, and administers policies and procedures for the Workforce Development Program, including the Workforce Development Center.

 

2.         Ensures Program compliance with applicable federal, state, and local regulations; ensures materials required by the federal Department of Labor are submitted in an accurate and timely manner.

 

3.         Develops, implements, and administers the annual Program budget; monitors expenditures to ensure compliance with approved budget.

 

4.         Writes and ensures the preparation and submission of narrative and statistical reports for submission to governmental and other agencies, including Program performance reports, Program utilization reports, and grant status reports.

 

5.         Establishes current and long-range goals and objectives; prepares annual work plans to identify and accommodate Program goals and objectives; reviews Program performance and utilization and initiates changes required to meet goals and objectives.

 

6.         Gathers information, writes grant applications for funding, and writes requests for service providers; ensures submission to appropriate agencies; allocates approved funds accordingly; identifies need for changes in allocations.

 

7.         Plans meetings and serves as facilitator for the Workforce Development Advisory Council.

 

8.         Negotiates and establishes terms of contracts, leases, and joint ventures with partners and service providers to meet Program requirements; monitors contracts for compliance and attainment of goals and objectives.

 

9.         Presents information and answers questions regarding Program progress and projects to the City Board, City staff, citizens, partners, service providers, other organizations, and the public for informational purposes and for the resolution of issues and problems relating to the Program.

 

10.       Conducts research, analyzes data, and compiles reports and written responses to specific inquiries.

 

11.       Ensures custodial, security, space, and service needs for partners of the Workforce Development Center are provided.

 

12.       Assigns and directs the work activities of assigned personnel.

 

13.       Operates a City pool automobile in the performance of essential job functions.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Ensures the development and implementation of communication materials and public awareness campaigns to promote the Program.

 

2.         Ensures the preparation and distribution of advertising for proposal packets.

 

3.         Performs other related duties as required.

 

SUPERVISORY RESPONSIBILITIES:  Provides general direction to the Workforce Development Program Coordinator; provides general supervision to the Workforce Development Administrative Coordinator, Program Monitors, Office Assistant II, and other personnel as assigned.

 

MINIMUM QUALIFICATIONS:

 

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Knowledge of management principles and practices.

 

Knowledge of the principles and practices of program administration.

 

Knowledge of budget development and administration.

 

Knowledge of grant writing methods and techniques, and of grant program administration.

 

Knowledge of descriptive statistics.

 

Skill in the operation of an automatic transmission automobile.

 

Ability to develop, write, and administer policies, goals, and objectives.

 

Ability to develop, implement, and administer a budget, prepare budget requests, and monitor expenditures for budgetary compliance.

 

Ability to conduct research and analyze and compile data.

 

Ability to write and prepare narrative and statistical reports.

 

Ability to establish terms and negotiate contracts for services.

 

Ability to prepare grant applications.

 

Ability to read and interpret federal, state, and local regulations relating to welfare reform.

Ability to assign and direct the work activities of assigned personnel.

 

These knowledge, skills, and abilities are usually, although not always, acquired through completion of a Bachelor’s Degree in Business Administration, Communications, Education, Psychology, Public Administration, Sociology, or a related field, four (4) years of experience in administration of programs or activities, grants administration, or a related area, two (2) years of supervisory experience.  Equivalent combinations of education and experience will be considered.

 

ADDITIONAL REQUIREMENT:  Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
