JOB TITLE:  Work Release Coordinator

 

MAINTENANCE REVIEW DATE:  August 1994

JOB OBJECTIVE:  To coordinate, plan and schedule the supervision and activities of Work Release Program trusties in the performance of building and grounds maintenance and remodeling duties in assigned City departments and facilities.

 

ACCOUNTABILITY:  Receives general supervision from a Police Lieutenant (Records and Support).

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Contacts various City departments and local agencies and coordinates transportation and supervision for Work Release Program trusties, schedules and establishes work programs and assigns trusties to routine building, grounds, and equipment maintenance duties, such as sweeping, buffing floors, cutting grass and shrubs, and car washing, in selected departments and locations.

 

2.         Performs daily roll call on Work Release Program trusties; utilizes a City vehicle to conduct intermittent spot checks to ensure accountability. Obtains arrest warrants for any trusty who is absent without leave from the Work Release Program.

 

3.         Maintains daily, quarterly, semiannual and annual work release records for each trusty, recording hours worked for the Police Department, other City departments, and local agencies.

 

4.         Identifies necessary building maintenance and repair duties within the Police Department; revises and finalizes remodeling sketches based on visits of Police facility remodeling sites; assigns and directly supervises trusties in Police Department maintenance, grounds and building remodeling duties, including wall removal, carpentry and finishing work.

 

5.         Inspects the repair and building maintenance work performed by trusties assigned to Police department details, to ensure it is done according to instructions; notifies supervisor when repairs cannot be made by trusties and outside repair assistance is needed.

 

6.         Obtains cost estimates for the purchase of major equipment, supplies and remodeling materials for the preparation of tentative annual budget supply account figures.

 

7.         Requests the purchase of program supplies, food supplies or equipment via the supervisor, ensuring sufficient funds remain in each account; purchases needed remodeling project materials within established purchasing limits.

 

8.         Uses a computer terminal, accessing state and local law enforcement databases, to locate outstanding warrant information for each Work Release Program trusty.

9.         Testifies in court cases concerning arrest warrants obtained by the Work Release Coordinator or Assistant and issued against trusties.

 

10.       Maintains inventory of all supplies necessary for routine assignments; ensures all tools, surplus supplies, and equipment are returned by trusties upon completion of assignments.

 

11.       Contacts local employers and educational institutions to explain the Work Release Program and arrange a schedule for the trusties to perform their work release duties around their work or school schedules.

 

12.       Writes and submits reports documenting disciplinary problems, accidents, or any other unusual circumstances occurring with trusties;  completes all related reports, forms, etc., for submission to supervisor.

 

13.       Coordinates with designated food resources to ensure all trusties receive a daily lunch meal.  Maintains an inventory of condiments and lunch meal related supplies to ensure lunches are served within established guidelines.

 

14.       Performs other related duties as required.

 

SUPERVISORY RESPONSIBILITIES:

 

Provides general supervision to the Work Release Assistant, and direct supervision to trusties of the City of Little Rock Jail assigned to the Work Release Program.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Considerable knowledge of the materials and techniques involved in general building and grounds maintenance and repair work.

 

Good knowledge of materials and techniques involved in building remodeling.

 

Good knowledge of the occupational hazards involved and safety requirements necessary in general maintenance, carpentry and remodeling work.

 

Some knowledge of the budget preparation and maintenance process.

 

Skill in the use and care of manual and power mechanical tools.

 

Skill in the use of a video display terminal.

 

Skill in the use of a calculator.

 

Ability to develop multiple work schedules for work participants.

 

Ability to accurately estimate material required for assigned projects.

 

Ability to establish and maintain a record keeping system.

 

Ability to write narrative and numerical reports.

 

Ability to communicate effectively orally and in writing.

 

Ability to follow oral and written instructions.

 

Ability to supervise a group of trusties in manual labor.

ACCEPTABLE EXPERIENCE AND TRAINING:

 

Completion of high school; at least 2 years of experience in building and grounds maintenance; at least 2 years of experience in carpentry or related building trades; at least 1 year of experience in supervising or directing laborers, inmates, or Work Release Program participants; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

 

ADDITIONAL REQUIREMENTS:

 

Must possess or be able to obtain Arkansas Crime Information Center (ACIC)/National Crime Information Center (NCIC) certification within the first six months of employment.

 

Must possess or be able to obtain a valid Arkansas vehicle operator's license before employment.
