JOB TITLE: Work Controller Technician

JOB
OBJECTIVE: To ensure that Parks and Recreation
maintenance, development, and construction projects are completed according to
schedule and within the budget.
ACCOUNTABILITY: Receives general supervision from the Parks Maintenance
Manager.
ESSENTIAL
JOB FUNCTIONS:
1. Receives
work requests and writes orders for maintenance, development, and landscape
projects at all Department facilities; reviews requests to establish priority;
determines materials required; assesses fund availability.
2. Maintains
priorities for routine and minor maintenance by scheduling work and notifying
Department supervisors of project status; notifies Building Services Division
for projects involving electrical, plumbing, heating, ventilation, and air
conditioning.
3. Notifies
Department managers of special project requirements and of projects which
affect their divisions.
4. Contacts
and schedules contractors or other City departments for projects which require
equipment or staff not available in Parks and Recreation Department.
5. Maintains
and updates a list of contractors available to perform various projects;
contacts contractors to request bids for Department projects.
6. Prepares
specifications for general maintenance projects; bids for compliance with
specifications; recommends contractor to perform projects.
7. Reviews
contractors' work on general maintenance projects and requests review by other
Department employees for compliance with specifications; approves properly
completed projects for payment.
8. Ensures completion of swimming pool
maintenance activities by writing work orders and scheduling contractors where
required.
9. Operates
a microcomputer to store work order data and print required reports; initiates
reports, such as staff and equipment hours and materials for projects, through
Management Support.
10. Establishes
and maintains signs inventory for Parks and Recreation facilities by utilizing
a microcomputer with database software.
11. Places
orders for new and replacement signs and repair of damaged signs with outside
vendors; writes work orders for construction and installation of signs.

12. Provides,
on a project basis, the data necessary to develop preliminary budgets; monitors
account balances in order to stay within budgeted limits.
13. Prepares
and maintains files on all work requests and work orders; creates work order
status reports; provides information to Department supervisors to help project
expenses for budget preparation.
14. Receives
and responds to citizen or inter-department complaints and requests relating to
Parks and Recreation facilities; attends neighborhood meetings to address
inquiries and complaints relating to Parks and Recreation facilities.
15. Solicits
support for volunteerism for Parks and Recreation maintenance projects at
schools and meetings of scouting organizations, civic, and community groups;
recruits, trains, assigns and directs the work activities of volunteers;
provides assistance to members of the Parks and Recreation Department in the
identification of volunteer opportunities.
16. Organizes
and schedules work activities for work release, community service, juvenile
justice, and court and jail prisoners workers for requesting Department,
scheduling activities for workers in compliance with organization regulations
and schedules.
17. Operates
a City pool automobile in the performance of essential job functions.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Performs
as photographer for Parks and Recreation Department; takes documentary photos
of projects and special events for Design, Maintenance, and Recreation
divisions.
2. Researches
history of park property through deed searches and other agency sources; works
with citizen groups, Parks staff and nonagency sources to identify and preserve
historic elements in City parks.
3. Performs
other related duties as required.

ACCEPTABLE
EXPERIENCE AND TRAINING:
Completion of
one (1) year of college or vocational-technical school general coursework; at
least one (1) year of general clerical experience; at least two (2)
years of experience in scheduling and planning of construction projects, or
a related area; OR any equivalent
combination of experience and training which provides the required knowledge,
skills, and abilities.
ADDITIONAL
REQUIREMENT:
Must possess
certification as a Certified Pool Operator from the National Swimming Pool
Foundation within one (1) year of employment and maintain certification for the
duration of employment in this position.
Must possess
a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before
employment and maintain licensure for the duration of employment in this
position.
