JOB TITLE:  Warrants Clerk

 

MAINTENANCE REVIEW DATE:  May 1993

JOB OBJECTIVE:  To enter warrant information into the computer terminal; to maintain files and records related to warrants.

 

ACCOUNTABILITY:  Receives general supervision from the Police Sergeant (Warrants).

 

ESSENTIAL JOB FUNCTIONS:

 

1.            Arranges criminal and traffic warrants received on a daily basis in numerical order.

 

2.         Assigns an officer code to each warrant based on where the individual who is receiving the warrant lives.

 

3.            Operates a computer terminal to modify warrant information, such as addresses, social security numbers and to make any necessary corrections.

 

4.            Operates a computer terminal to send messages to other law enforcement agencies regarding the status of warrants and information pertaining to wanted persons.

 

5.         Enters information regarding arrest reports and criminal citations served by Warrant Officers into the computer terminal; utilizes the NCIC/ACIC computer system to perform drivers' license and criminal history checks.

 

6.         Mails certified copies of warrants to other law enforcement agencies; files warrants by officer code numbers.

 

7.         Serves civilian subpoenas by telephone for traffic and criminal court and for Civil Service Commission hearings.

 

8.            Maintains a log of telephone subpoenas, which includes the individual's name and telephone number, the date and time of contact and relevant subpoena information.

 

9.            Testifies in court regarding telephone subpoenas and warrant records as required.

 

10.       Serves subpoenas and stops on Police Officers in the absence of sworn personnel responsible for this function.

 

11.            Answers questions and provides information to citizens regarding warrants, subpoenas and related procedures.

 

12.            Maintains records of Probate orders, including the date received and the date served; ensures copies of Probate orders are sent to the State Hospital.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Good knowledge of filing and record keeping systems.

 

Good knowledge of standard office practices and procedures.

 

Some knowledge of data entry principles and practices.

 

Some knowledge of the procedures governing criminal and traffic warrants.

 

Skill in the operation of a computer terminal.

 

Ability to interpret NCIC and ACIC codes.

 

Ability to maintain files and records.

 

Ability to communicate tactfully and effectively with members of the public and other employees.

 

Ability to assign officer codes to warrants.

 

Ability to modify warrant information in the computer terminal.

 

Ability to serve civilian subpoenas by telephone.

 

Ability to testify in court regarding telephone subpoenas and warrants records.

 

Ability to answer questions and provide information to citizens regarding warrants, subpoenas and related procedures.

 

ACCEPTABLE EXPERIENCE AND TRAINING:

 

Completion of high school; at least one year of experience in record keeping; at least six months of experience in data entry; OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

 

ADDITIONAL REQUIREMENT:

 

Must possess or be able to obtain Arkansas Crime Information Center (ACIC)/National Crime Information Center (NCIC) certification within six months of employment.
