JOB TITLE:
Treasury Operations Administrator

JOB OBJECTIVE:
To ensure all accounting and operational functions for the Treasury
Management Division are in compliance with established City ordinances,
policies, and procedures.
ACCOUNTABILITY:
Receives general direction from the Treasury Manager.
ESSENTIAL JOB FUNCTIONS:
1. Enters revenue amounts from the daily
reports into the Finance computer system; monitors cash balances and transfers
excess amounts to the City’s combined cash account.
2. Maintains daily records of revenue
collected and reconciles the Division bank account each month.
3. Ensures collection procedures and
document procedures on the collection system are followed.
4. Assigns and directs the work activities
and monitors the performance of assigned staff.
5. Ensures that operational issues
regarding financial transactions comply with policies, procedures, and rules.
6. Recommends policies and procedures for
the Division; implements on approval.
7. Approves purchase requisitions forms
which comply with budget and procedural constraints.
8. Prepares tentative annual budget
figures for the Division; completes purchase requisitions for Division
supplies, equipment and services.
9. Serves as backup to the Treasury
Manager.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Reviews Division daily revenue reports
and balances them with cash and checks submitted for deposit; prepares the
daily bank deposit and balancing report.
2. Prepares monthly reports which detail
revenues collected, accounts which have been written off, credit and debit
memoranda issued, accounts opened and closed, and the balance of uncollected
accounts.
3. Approves voids, negative receipts, and
credit and debit memoranda utilizing a confidential computer password.

4. Contacts companies failing to make
proper utility franchise or Act 9 Bond payments to correct deficiencies;
notifies supervisor of late or incorrect payments.
5. Reviews all Appropriation Transfer
Requests (ATRs) for the Division to ensure funds are available; makes
recommendations to supervisor.
6. Reconciles the Police Clearing Account
and Cash Bond Account.
7. Performs other related duties as
required.
SUPERVISORY RESPONSIBILITIES:
Provides general
direction to the Collections Supervisor; provides general supervision
to Office Assistants II and Revenue Collector - Senior.

practices.
Considerable knowledge of federal and state regulations
governing the expenditure of funds.

Good knowledge of budgeting processes.
Good knowledge of investment processes.
Good knowledge of management reporting practices.
Good knowledge of computer fundamentals and business
software, including accounting, database, spreadsheet, and word processing
software.

ACCEPTABLE EXPERIENCE
AND TRAINING:
Completion of a Bachelor’s
Degree in Business or a related area; at least two (2) years of
experience in banking operations or investment management; at least one
(1) year of supervisory experience; OR
any equivalent combination of experience and training which provides the
required knowledge, skills, and abilities.
