JOB TITLE:  Traffic Systems Manager

 

MAINTENANCE REVIEW DATE:  June 1999

JOB OBJECTIVE:  To direct the operation of the Systems Engineering Section and to plan, design, and review the performance of the Traffic Signal System.

 

ACCOUNTABILITY:  Receives general direction from the Traffic Engineering Manager.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Supervises and reviews activities related to the design, construction, operation and maintenance of the traffic signal system; reviews work assignments and monitors budget and purchasing needs.

 

2.         Administers the street lighting budget for installation of new fixtures, maintenance of existing fixtures and payment of the power costs for the street lighting system.

 

3.         Designs traffic control systems and street lighting components, including material and functional specifications; reviews designs of specific control devices, signalized intersections and other system components prepared by other section employees.

 

4.         Assigns and reviews the development of plans and specifications for traffic signal projects.

 

5.         Conducts final inspection of traffic signal projects prior to approval of the payment.

 

6.         Directs the maintenance of the traffic signal database.

 

7.         Supervises the investigation of citizen complaints regarding the traffic signal system.

 

8.         Reviews the performance of the traffic signal system and prepares reports of performance for use by the Traffic Engineering Manager.

 

9.         Recommends the purchase or replacement of traffic signal devices that require special budget approval.

 

10.       Recommends changes in signals and control devices based on current technology.

 

11.       Communicates with the media (i.e., television, radio, and newspapers) regarding traffic signal system as assigned by the Director of Public Works.

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Reviews the performance of contractors working on signal capital improvement projects to ensure conformance with plans and specifications and to ensure proper payment is made.

 

2.         Designs and schedules procedures to test the functioning of electronic and/or computer controlled signal devices.

 

3.         Performs other related duties as required.

 

SUPERVISORY RESPONSIBILITIES:

 

Provides general direction to the Traffic Programs Supervisor and General Foreman (Signals); provides general supervision to the Traffic Systems Specialist.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Considerable knowledge of the manual on  Uniform Traffic Control Devices and the installation of traffic signals.

 

Considerable knowledge of the regulations and ordinances governing street light installation and maintenance.

 

Considerable knowledge of the principles and practices of traffic engineering.

 

Considerable knowledge of engineering mathematics.

Skill in the operation of a microcomputer, utilizing spreadsheet and traffic engineering software.

Ability to read and interpret engineering drawings and site plans.

 

Ability to read and interpret regulations and ordinances governing street lights and traffic signals.

 

Ability to plan and supervise the activities related to the design, construction, operation, and maintenance of the traffic signal system.

 

Ability to design traffic signal systems and street lighting components.

 

Ability to inspect signal installation projects to ensure compliance with approved plans and specifications.

 

Ability to communicate effectively, both orally and in writing.

 

Ability to plan and supervise the work activities related to traffic system operation.

 

Ability to maintain complex files and records.

 

ACCEPTABLE EXPERIENCE AND TRAINING:  Completion of a Bachelor's Degree in Traffic Engineering, Civil Engineering, or a related area; at least four (4) years of experience traffic signal system design, construction, operation, and maintenance or a related area; at least two (2) years of supervisory experience; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

 

ADDITIONAL REQUIREMENT:

 

Must possess registration as a Professional Engineer (PE) before employment; must possess registration in the State of Arkansas as a Professional Engineer (PE) within one (1) year of employment; must maintain registration for the duration of employment in this position.
