JOB TITLE:  Traffic Programs Supervisor

 

MAINTENANCE REVIEW DATE:  February 1998

JOB OBJECTIVE:  To supervise the City's streetlight program and the design and inspection of traffic signals.

 

ACCOUNTABILITY:  Receives general direction from the Traffic Systems Manager.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Reviews and approves designs for streetlights and determines areas in need of streetlight construction.

 

2.         Prepares and oversees the streetlight budget; approves expenditures for streetlight installation and maintenance.

 

3.         Maintains an inventory of the streetlight systems.

 

4.         Inspects or supervises the inspection of streetlight and traffic signal construction projects to ensure compliance with specifications; prepares pay estimates for approval by supervisor.

 

5.         Answers questions and provides technical assistance to members of the public regarding streetlights and traffic signals.

 

6.         Assigns and directs the work activities and monitors the performance of Traffic Technician II (Systems).

 

7.         Contacts Entergy and/or outside contractors for repairs and maintenance of streetlights.

 

8.         Maintains parts inventory for streetlight repairs; purchases required parts.

 

9.         Conducts surveys to monitor outages of streetlights.

 

10.       Meets with Entergy representatives to ensure timeliness and quality of streetlight installation and maintenance.

 

11.       Receives requests from citizens and developers for streetlight system installations and upgrades; ensures development and installation of streetlight systems by Entergy.

 

12.       Maintains a database of streetlight system installations, modifications, and repairs; operates a microcomputer with database software.

 

13.       Reviews specifications for streetlight system projects and streetlight equipment purchases.

14.       Operates a City pool automobile in the performance of essential job functions.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Reviews field studies on traffic signal locations to ensure timing patterns are appropriate; reviews traffic data to monitor traffic volume, flow, average speed, and other conditions.

 

2.         Reviews specifications for traffic control projects to ensure compliance with appropriate regulations; reviews specifications for the purchase of traffic control equipment.

 

3.         Performs other related duties as required.

Provides general supervision to the Traffic Technicians II (Systems).

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Considerable knowledge of the Uniform Standards for Traffic Control Devices and the installation of traffic signals.

 

Considerable knowledge of the regulations and ordinances governing streetlight installation and maintenance.

 

Good knowledge of the principles and practices of traffic engineering.

 

Good knowledge of engineering mathematics, including algebra.

 

Some knowledge of computer fundamentals and business software, including database, spreadsheet, traffic engineering, and word processing software.

 

Skill in the operation of a microcomputer, utilizing database, spreadsheet, traffic engineering, and word processing software.

 

Ability to review and approve designs for streetlights.

 

Ability to oversee the streetlight budget and approve expenditures.

 

Ability to maintain the streetlight inventory.

 

Ability to maintain streetlight repair parts inventory.

 

Ability to inspect streetlight and traffic signal construction projects to ensure compliance with specifications.

 

Ability to communicate effectively, both orally and in writing.

 

Ability to assign and direct the work activities and monitor the performance of assigned staff.

 

Ability to read and interpret regulations and standards governing streetlights and traffic signals.

 

ACCEPTABLE EXPERIENCE AND TRAINING:  Completion of two (2) years of college or vocational technical school course work in Engineering Technology, Civil Engineering or a related field; at least two (2) years of experience in traffic data analysis; at least one (1) year of experience in computer operation; at least one (1) year of supervisory experience; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

 

ADDITIONAL REQUIREMENT:

 

Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
