JOB TITLE: Traffic Operations Supervisor
MAINTENANCE

JOB
OBJECTIVE: To supervise the review and compilation of
traffic data; to prepare various traffic analysis reports.
ACCOUNTABILITY: Receives general supervision from the Traffic Engineer II.
ESSENTIAL
JOB FUNCTIONS:
1. Monitors
and reviews the collection of traffic data, such as traffic volume, flow,
speed, and other conditions by use of various traffic equipment.
2. Analyzes
and compiles collected traffic data and makes recommendations for changes;
prepares detailed drawings of proposed changes ensuring they are in compliance
with the Manual on Uniform Traffic Control Devices and City ordinances.
3. Responds
to citizen complaints concerning traffic problems.
4. Prepares
reports regarding traffic and accident studies.
5. Assigns
and directs the work activities of assigned Traffic Technicians I/II.
6. Reviews
street striping and signage plans of street improvement projects for compliance
with the Manual on Uniform Traffic Control Devices and City ordinances.
7. Determines
the proper placement of traffic calming devices by conducting field studies;
draws diagrams and writes work orders for work crews.
8. Reviews
layout design of pavement markings and work orders for the installation of
traffic signs, parking meters, pavement markings, and traffic calming devices
for compliance with the Manual on Uniform Traffic Control Devices and
City ordinances; reviews completed work.
9. Assists
supervisor with the preparation of the annual pavement marking contract;
reviews the work of contractors engaged in striping projects to ensure
compliance with contract specifications and policies and procedures.
10. Operates
a City pool automobile in the performance of essential job functions.
SECONDARY DUTIES AND
RESPONSIBILITIES:
1. Plans
and schedules traffic control plans for contractors, utility companies, and
other members of the public; provides assistance in the preparation of plans.
2. Monitors
construction sites to ensure traffic control plans are followed and are in
compliance with City ordinances and safety regulations.

3. Conducts
surveys by telephone and by mail to obtain data relative to traffic practices
in other cities.
4. Maintains
records of equipment maintenance and repairs; ensures the maintenance of hard
copy and computer files and records relating to traffic service requests, work
orders, traffic counts, and accident studies.
5. Answers
questions and provides technical information to the Fire Department and to
private organizations regarding the installation of fire lanes.
6. Attends
meetings of neighborhood associations and other organizations to provide
information regarding the process of obtaining traffic calming devices and
other traffic issues.
7. Performs other related duties as
required.

Provides general
supervision to assigned Traffic Technicians I and II.

REQUIRED
KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable
knowledge
of the Manual on Uniform Traffic Control Devices.
Good
knowledge
of the principles and practices of traffic engineering.
Good
knowledge
of the regulations and ordinances governing traffic control.
Good
knowledge
of basic engineering mathematics, including algebra.
Good
knowledge
of drafting methods and techniques.

engineering software.

movement counter devices.
Skill in the operation of an
automatic transmission automobile.
Ability to gather, analyze and
report traffic data.
Ability to prepare technical
reports.
Ability to detect field
discrepancies from plans, sketches, and work orders.
Ability to read and interpret
engineering drawings and site plans.
Ability to read and interpret
blueprints and schematics.
Ability to read and interpret
regulations and ordinances governing traffic control.
Ability to maintain hard copy and
computer files and records.
Ability to direct the work
activities of assigned technical personnel.
Ability to communicate effectively,
both orally and in writing.
ACCEPTABLE
EXPERIENCE AND TRAINING: Completion of at least two
(2) years of college or vocational technical school coursework in Traffic Engineering,
Civil Engineering, Engineering Technology, or a related area; at least two
(2) years of experience in gathering and analyzing traffic control data, or
a related area; at least one (1) year of supervisory experience; OR any equivalent combination of experience
and training which provides the required knowledge, skills, and abilities.
ADDITIONAL
REQUIREMENT:
Must possess
a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before
employment and maintain licensure for the duration of employment in this
position.
