JOB TITLE:  Traffic Engineer Trainee

 

MAINTENANCE REVIEW DATE:  May 2000

JOB OBJECTIVE:  To plan and ensure implementation of a safe and efficient traffic control system for the City.

 

ACCOUNTABILITY:  Receives general supervision from the Traffic Engineer II.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Plans and designs all components of a traffic control system required to safely and efficiently accommodate current and projected traffic patterns and volumes.

 

2.         Analyzes data related to traffic flow, number of accidents and proposed developments to determine the most efficient methods to expedite traffic flow.

 

3.         Reviews site plans of proposed subdivisions, construction projects and other developments to determine the effect on the traffic system; notifies developers of changes in plans required to comply with ordinances and master plans.

 

4.         Analyzes the effects of proposed developments on the traffic system; provides information on methods of correcting potential impacts on the traffic system.

 

5.         Designs components of the traffic system including configuration of new and existing intersections, type of control devices, and timing and placement of control devices.

 

6.         Recommends measures for correcting problems or improving the efficiency of the traffic system which require budget consideration.

 

7.         Receives, investigates, and responds to citizens' questions and complaints regarding the traffic control system; provides information to citizens, engineers, developers, and civic organizations regarding traffic control ordinances and plans.

 

8.         Computes time settings for signals of isolated and system intersections.

 

9.         Operates a City pool automobile in the performance of essential job functions.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Visits areas of proposed developments, proposed changes in the traffic system or unusual traffic control problems as required to become familiar with the characteristics of the affected area and to determine the most efficient method of traffic control.

 

2.         Prepares work orders for repair, maintenance, and changes in the traffic system which require no budget adjustment.

3.         Reviews traffic control/barricade plans for all work done in the public right-of-way; establishes procedures, schedules and corrective actions for street closure, and for repair or construction projects.

 

4.         Develops plans and long-range strategies for providing adequate parking space; implements parking strategies by establishing meter zones and time limits for parking.

 

5.         Monitors traffic control permit applications for compliance with requests; monitors street and utility projects for Standard Construction Barricade Practices compliance.

 

6.         Issues traffic control permits; maintains date to issue monthly statement accounts to barricade companies and post payments received.

 

7.         Serves as backup to the Traffic Engineer II.

 

8.         Performs other related duties as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Considerable knowledge of traffic engineering principles and practices.

 

Considerable knowledge of engineering mathematics.

 

Good knowledge of the Uniform Standards for Traffic Control Devices.

 

Some knowledge of computer fundamentals and software, including spreadsheet and traffic system software.

 

Skill in the operation of a microcomputer, utilizing spreadsheet and traffic system software.

 

Skill in the operation of an automatic transmission automobile.

Ability to read and interpret blueprints and schematics.

 

Ability to maintain detailed files and records.

 

Ability to determine probable changes in traffic patterns caused by proposed development.

 

Ability to communicate effectively, both orally and in writing.

 

ACCEPTABLE EXPERIENCE AND TRAINING:

 

Completion of a Bachelor's degree in Traffic Engineering, Civil Engineering, or a related area; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

 

ADDITIONAL REQUIREMENTS:

 

Must possess registration as an Engineer Intern (EI) before employment; must possess registration in the State of Arkansas as an Engineer Intern (EI) within one (1) year of employment; must maintain registration for the duration of employment in this position.

 

Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
