JOB TITLE: Traffic Engineer II

JOB
OBJECTIVE: To plan and ensure implementation of a safe
and efficient traffic control system for the City of Little Rock.
ACCOUNTABILITY: Receives general direction from the Traffic Engineering
Manager.
ESSENTIAL JOB FUNCTIONS:
1. Plans
and designs all components of a traffic control system required to safely and
efficiently accommodate current and projected traffic patterns and volumes.
2. Analyzes
data related to traffic flow, number of accidents and proposed developments to
determine the most efficient methods to expedite traffic flow.
3. Reviews
and evaluates site plans of proposed subdivisions, construction projects and
other developments to determine the effect on the traffic system; notifies
developers of changes in plans required to comply with ordinances and master
plans.
4. Analyzes
the effects of proposed developments on the traffic system; provides
information on methods of correcting potential impacts on the traffic system.
5. Visits
areas of proposed developments, proposed changes in the traffic system or
unusual traffic control problems as required to become familiar with the
characteristics of the affected area and to determine the most efficient method
of traffic control.
6. Designs
components of the traffic system including configuration of new and existing
intersections, type of control devices, and timing and placement of control
devices.
7. Prepares
work orders for repair, maintenance and changes in the traffic system which
require no budget adjustment.
8. Recommends
measures for correcting problems or improving the efficiency of the traffic
system which require budget consideration.
9. Reviews
and approves traffic control/barricade plans for all work done in the public
right-of-way; establishes procedures, schedules and corrective actions for
street closure, and for repair or construction projects.
10. Receives,
investigates, and responds to citizens' questions and complaints regarding the
traffic control system; provides information to citizens, engineers,
developers, and civic organizations regarding traffic control ordinances and
plans.

11. Assigns
and reviews the work activities of assigned personnel.
12. Prepares
various reports and recommendations regarding the traffic system as directed by
the Traffic Engineering Manager.
13. Maintains
or ensures the maintenance of Traffic Engineering Operations files.
14. Develops
plans and long-range strategies for providing adequate Downtown parking;
implements parking strategies by establishing meter zones and time limits for
parking.
15. Operates
a City pool automobile in the performance of essential job functions.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Performs
other related duties as required.
SUPERVISORY RESPONSIBILITIES:
Provides general
supervision to the Traffic Engineer I, Traffic Engineer Trainee, and
Traffic Operations Supervisor.

flow.
Ability to prepare detailed
narrative and statistical reports.
Ability to read and interpret
regulations and ordinances related to traffic control.

engineering drawings, site plans, blueprints, and schematics.

ACCEPTABLE
EXPERIENCE AND TRAINING:
Completion of
a Bachelor's degree in Traffic Engineering, Civil Engineering, or a
related area; at least four (4) years of experience at the level of
Traffic Engineer I or a related area; at least two (2) years of supervisory
experience; OR any equivalent
combination of experience and training which provides the required knowledge,
skills, and abilities.
ADDITIONAL
REQUIREMENT:
Must possess
registration as a Professional Engineer (PE) before employment; must possess
registration in the State of Arkansas as a Professional Engineer (PE) within
one (1) year of employment; must maintain registration for the duration of
employment in this position.
Must possess
a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before
employment and maintain licensure for the duration of employment in this
position.
