JOB TITLE:  Systems Programmer

 

MAINTENANCE REVIEW DATE:  October 1999

JOB OBJECTIVE:  To ensure the efficient and effective operation of the City’s mainframe computer system by installing, testing, and debugging systems-level software; to provide technical information and advice to Computer Systems, Applications, and Operations personnel regarding systems-level software functioning.

 

ACCOUNTABILITY:  Receives general direction from the Director of Information Technology.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Analyzes systems level software requirements to determine systems level software needs; evaluates and recommends systems level software or hardware.

 

2.         Installs, tests, debugs, and modifies systems level software to ensure efficient and effective operation of the mainframe computer system; provides technical assistance in the installation and operation of peripheral data processing equipment to ensure proper functioning of systems level software.

 

3.         Monitors system functioning to determine the need for systems adjustment or modification to software; modifies systems level software, realigns file structure or purges unnecessary files in order to fine tune the operation of the mainframe system.

 

4.         Serves as mainframe system database administrator by monitoring computer memory needs and allocating computer functions and activities to designated areas of the Central Processing Unit or peripheral equipment.

 

5.         Analyzes, installs, debugs, and modifies special use systems software such as special operating systems and wizard mail to ensure proper operation; modifies or reconfigures software as required to improve system functioning.

 

6.         Troubleshoots errors in system operation to determine causes of system failure or to determine methods of improving efficiency of the system’s function.

 

7.         Installs tests and implements operation of new releases of systems level software; reviews technical data and information regarding systems failures with product vendors to determine special requirements for the City system or to determine software modifications required for the system.

 

8.         Review configuration of hardware and software to ensure proper functioning of the system; reconfigures systems software, data files, and file libraries as required to ensure efficient use of system memory and to ensure that sufficient memory is available for processing all systems applications.

9.         Provides technical information to Systems Network, Applications, and Operations personnel regarding systems software usage, file management, and program cataloguing; notifies data processing personnel of modifications necessary in systems level software and impact of those modifications on other activities; researches availability and processing requirements of systems level software and programs interfacing with systems level software which will improve the efficiency of the mainframe computer system.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Comprehensive knowledge of mainframe computer operating systems software.

 

Comprehensive knowledge of computer data base and file management structures.

 

Good knowledge of standard computer languages, including COBOL and SQL.

 

Considerable knowledge of computer logic, block diagramming and flow charting.

 

Ability to monitor and analyze computer systems functioning and to modify systems configuration to improve system efficiency.

 

Ability to analyze complex systems software failures and determine methods for correcting the errors.

 

Ability to analyze systems software and hardware and recommend the most efficient for systems operation.

 

Ability to communicate effectively with other data processing technical personnel and vendors.

 

Ability to prepare complex technical reports regarding systems functioning.

 

Ability to research availability and specifications for systems level software and hardware.

 

Ability to read and interpret technical manuals and software documentation.

 

ACCEPTABLE EXPERIENCE AND TRAINING:

 

Completion of a Bachelor’s degree in Computer Science or a related area; at least four (4) years of experience in computer programming; at least two (2) years of experience in computer systems analysis and systems-level software operation; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
