JOB DESCRIPTION
JOB TITLE: Systems Network Manager
MAINTENANCE REVIEW DATE: August 1999

JOB OBJECTIVE: To plan and direct activities related to computer systems network design, connectivity, and implementation.
ACCOUNTABILITY: Receives general direction from the Director of Management Support.
ESSENTIAL JOB FUNCTIONS:
1. Plans, directs, and reviews activities of personnel involved in computer systems network design, connectivity, and implementation, including user support for microcomputer installation and maintenance.
2. Analyzes computer systems networks to ensure effectiveness and efficiency; reviews connectivity requests to determine requirements for installation and modification.
3. Confers with City employees to determine information needs, to establish project priority, and to assist with resolution of computer networking problems.
4. Designs layouts for implementing special projects; develops measures of productivity and maintains records of time spent by networking staff on specific projects.
5. Develops policies and procedures related to the implementation, connectivity, and utilization of the internal network including access to outside resources such as the Internet; emails Arkansas Crime Information Center (ACIC), etc.
6. Troubleshoots network problems and systems failure involving hardware and software to determine the causes and possible solutions; implements solutions to resolve problems or notifies supervisor of solutions requiring resources not available without other approval.
7. Establishes documentation standards for networking staff to ensure network performance and ease of utilization.
8. Develops bid specifications for the purchase of hardware and software used in the systems network development process.
9. Maintains computer programmer development and Mobile Data Terminal (MDT) documentation to ensure proper performance; confers with and directs activities of vendors to ensure those systems are running at the latest release level.
10. Prepares monthly activity reports for supervisor regarding division activities, systems problems, and utilization.

11. Prepares tentative annual budget figures for the Systems Network Division.
12. Operates a City pool automobile in the performance of essential job functions.

SUPERVISORY RESPONSIBILITIES:
Provides general direction to the Network Analyst; provides general supervision to Information Support Specialists, Network Coordinators, and Network Coordinators – Senior.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable knowledge of computer network system design, development methods, and techniques.

Considerable knowledge of standard computer languages.
Considerable knowledge of capabilities, utilization, and limitations of data processing equipment.

Considerable knowledge of descriptive and inferential statistics and operations research.
Considerable knowledge of computer fundamentals and business software, including requirements for network utilization.
Some knowledge of engineering, accounting, and mathematical principles applied to computer systems, design, and analysis.
Skill in the operation of a microcomputer.
Skill in the operation of an automatic transmission automobile.
Ability to review user department needs and design and develop practical systems network applications to maximize user benefits.
Ability to develop routine and special reports regarding network utilization and connectivity.
Ability to plan and direct the activity of personnel involved in systems network design implementation.
Ability to communicate effectively, both orally and in writing.
ACCEPTABLE EXPERIENCE AND TRAINING:
Completion of a Bachelor’s degree in Computer Science or a
related area; at least four (4) years experience in designing and
developing computer programs or a related area; at least four (4) years of
experience in the installation and maintenance of networks, including
software; at least two (2) years of experience in supervision of
professional staff or project leadership in a data processing setting; OR any equivalent combination of experience
and training which provides the required knowledge, skills, and abilities.
ADDITIONAL REQUIREMENT:
Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
