JOB TITLE:  Systems Development Manager

 

MAINTENANCE REVIEW DATE:  September 1993

JOB OBJECTIVE:  To plan and direct systems analysis, program design, program development, and software implementation for assigned departments in the City of Little Rock.

 

ACCOUNTABILITY:  Receives general direction from the Director of Information Technology.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Plans and directs the activities of personnel involved in computer system analysis, design, program development, and implementation of software programs.

 

2.         Reviews systems designs and programming requests to determine requirements for modifying and implementing software programs; directs modification and revision to software packages to ensure desired results.

 

3.         Establishes schedules to ensure conversion and implementation of new systems, including the allocation of file space for new and existing systems.

 

4.         Confers with City employees to evaluate computer needs, establish project priorities for system design and implementation, and to determine if requested purchases will effectively interface with existing equipment.

 

5.         Supervises the preparation of monthly reports from special studies regarding work flow and program effectiveness.

 

6.         Develops operational manuals for in-house systems; implements and conducts training sessions relative to the effective use of new or existing systems.

 

7.         Directs the development of analytical tools and procedures to aid in determining successive changes in developmental programs, including flow and system charts.

 

8.         Prepares tentative annual budget figures for the Systems Development Division.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Reviews bid responses for personal computer purchase requests to ensure compliance with specifications; makes recommendations to the Director of Information Technology relative to bidder selection.

 

2.         Confers with vendors regarding the selection of computer equipment as directed.

 

3.         Serves as backup in the absence of the Director of Information Technology.

 

4.         Performs other related duties as required.

Provides general direction to one Programmer Analyst; provides general supervision to two Computer Programmers - Senior; and provides immediate supervision to one Computer Programmer - Trainee.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Considerable knowledge of computer program design and development methods and techniques.

 

Considerable knowledge of computer logic, block diagraming, and flow charting.

Some knowledge of the budget process.

Ability to plan and direct the activities of personnel involved in system analysis, design, programming, and development.

 

Ability to develop operational manuals and conduct training sessions.

 

Ability to communicate effectively, both orally and in writing.

 

ACCEPTABLE EXPERIENCE AND TRAINING:

 

Graduation from an accredited college or university with major course work in Computer Science, or a related area; at least four years of experience in developing and implementing computer systems; at least two years of supervisory experience; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
