JOB TITLE: Subdivision Administrator
MAINTENANCE

JOB
OBJECTIVE: To review plans and sites of proposed
subdivisions and developments for potential problems and for conformance with
City ordinances; to provide technical information regarding subdivisions,
planned development regulations, and zoning and subdivision site plan reviews
to developers, contractors, engineers, and citizens.
ACCOUNTABILITY: Receives general direction from the Zoning and Subdivision
Manager.
ESSENTIAL
JOB FUNCTIONS:
1. Receives
and reviews subdivision and planned development applications and all site plan
reviews to assure required materials, including drawings and legal documents,
have been submitted.
2. Reviews
plans for each application to determine conformance with applicable ordinances,
codes, and existing development plans.
3. Inspects
areas included in each application to identify potential problems related to
the existing streets, the physical features of the site, and the proposed
development's compatibility with existing developments.
4. Answers
questions and provides information to developers, architects, engineers, and
owners regarding potential problems noted during review of the proposed
development, including compliance with existing regulations and plans, and
compatibility of development to characteristics of the site and the existing
neighborhood.
5. Researches
available materials and surveys other cities to obtain information required for
development of staff recommendations.
6. Provides
information to other members of the Department for development of a staff
recommendation for each proposed development; writes the staff recommendation.
7. Submits
all relevant materials including staff recommendations to the Subdivision
Committee of the Planning Commission in the form of an agenda item; updates
material for inclusion in the City Board of Directors' agenda.
8. Attends
meetings of the Planning Commission to present information regarding each proposed
development and to present the staff recommendation.
9. Reviews
final plans for each planned development or multiple building and zoning site
plan to assure that the plans have not been altered from those approved for
development.
10. Reviews
and approves final plats of developments for compliance with preliminary plats
which were approved by the Planning Commission; forwards final plats to the
Public Works Engineering Division for review.

11. Forwards
plats and plans to City departments, agencies, and utility companies for
review; receives and compiles information and requirements for inclusion within
the Planning Commission Subdivision Agenda.
12. Acts
as a legal agent of the City in the signing of finalized plats, Bills of
Assurance, and other documents; ensures the recording of such documents with
the County Clerk.
13. Answers
questions and provides technical information regarding appropriate ordinances
and procedures to developers, architects, engineers, and citizens.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Forwards
plats and plans to the Graphics personnel for needed drawings for distribution
to the affected City departments, commissions, and outside agencies.
2. Prepares
correspondence to developers, contractors, or owners to provide information
regarding changes required for compliance with City regulations.
3. Maintains
a file of information on each proposed development, including all
correspondence, Planning Commission hearing notes, and final decisions.
4. Ensures
recording of preliminary plats and planned development, on zoning maps;
maintains finalized plats, plans, documents, and correspondence files.
5. Writes
legal advertisements for local newspapers and minutes from Planning Commission
and Subdivision Committee meetings.
6. Prepares and presents a television preview of Planning Commission hearing items on the City's cable television public access channel.
7. Ensures
printing of the Planning Commission Subdivision Agenda and minutes.
8. Performs
other related duties as required.

survey or narrative materials related to development.
Ability to read and interpret codes
and ordinances related to subdivisions, zoning, and development.
Ability to read and interpret legal
descriptions and architectural plans, and plats.
Ability to prepare correspondence
specifying design changes required for compliance with ordinances.
Ability to identify potential
problems related to development projects from plans, plats and when visiting
sites before development begins.
Ability to maintain detailed

activities of assigned personnel.

ACCEPTABLE
EXPERIENCE AND TRAINING:
Completion of
a Bachelor's degree in Planning, Civil Engineering, or a related area;
at least two (2) years of experience in urban planning, planning
administration, or a related area; at least one (1) year of supervisory
experience; OR any equivalent
combination of experience and training which provides the required knowledge,
skills, and abilities.
ADDITIONAL
REQUIREMENT:
Must possess
a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before
employment and maintain licensure for the duration of employment in this
position.
