JOB TITLE:
Street Repair Specialist

JOB OBJECTIVE:
To ensure the proper repair of street cuts made for utility installation
by City crews, utility companies, and private construction companies.
ACCOUNTABILITY:
Receives general supervision from the Street Maintenance
Superintendent.
ESSENTIAL JOB FUNCTIONS:
1. Inspects street cuts for utility
installation made by utility and private companies for proper repair and compliance
with City ordinances and regulations.
2. Maintains records of all utility cut
permits purchased and street cuts made ensuring inspections are made at proper
intervals.
3. Inspects street cuts to be repaired by
City crews to determine manpower, materials, and equipment needed for repair.
4. Inspects utility cuts repaired by City
crews for proper repair procedures.
5. Informs utility companies or
construction companies of additional work required to bring utility cut repairs
into compliance; recommends the denial of construction bonds for companies
refusing to comply with street cut regulations.
6. Reviews plans submitted by utility
companies for major projects involving street cuts; advises as to proper
procedures and amounts of materials necessary for projects.
7. Interprets City codes and ordinances
involving street cut repair for utility and construction companies and answers
questions.
8. Denies approval of permits when repairs
are not in compliance with regulations.
9. Maintains a log of all inspections
made; completes report reflecting number and type of inspections completed.
10. Answers complaints from public regarding
difficulties with street cut repairs; contacts responsible company to ensure
problem is corrected within appropriate time frame; schedules City repair for
street cuts not repaired.
11. Compiles reports when needed describing
street cut noncompliance and/or related City ordinance.
12. Operates a City pool automobile in the
performance of essential job functions.

REQUIRED KNOWLEDGE,
SKILLS, AND ABILITIES:
Considerable knowledge of street construction repair and
maintenance methods, materials, and equipment.
Considerable knowledge of procedures and requirements for
obtaining utility cut permits.

Some knowledge of basic mathematics.
Some knowledge of the characteristics of various
surfacing and street materials.
Ability to read and interpret blueprints and
building plans.
Ability to read and interpret City ordinances
and codes.
Ability to establish and maintain an effective
working relationship with utility company staff, construction company owners
and personnel, other City employees, and the general public.
Ability to accurately perform mathematical
calculations.
Ability to detect discrepancies in codes,
ordinances, and proper street construction from field inspection.
Ability to establish and maintain detailed
record keeping systems.
Ability to accurately estimate materials,
personnel, and equipment needed for assigned projects.
Ability to communicate tactfully and effectively
both orally and in writing.
Ability to compose numerical and narrative
reports.
ACCEPTABLE EXPERIENCE
AND TRAINING:
Completion of high school
or GED equivalency; at least two (2) years of experience with
supervision and/or inspection of street, drainage, or related construction; OR any equivalent combination of experience
and training which provides the required knowledge, skills, and abilities.
ADDITIONAL REQUIREMENT:
Must possess a valid
Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment
and maintain licensure for the duration of employment in this position.
