JOB TITLE: Special Programs Manager

JOB OBJECTIVE: To develop, implement and supervise special
programs for the Department of Public Works.
ACCOUNTABILITY: Receives general direction from the
Assistant Director of Public Works.
ESSENTIAL JOB FUNCTIONS:
1. Develops, implements, and supervises
all Public Works special programs including GIS, Adopt-A-Street, Total Quality
Management, mapping and graphics, information system support, customer
information and relation activities.
2. Serves as liaison between the
Department of Public Works and other governmental agencies and private sector
organizations concerning special programs.
3. Develops program budgets and approves all
budget transactions.
4. Negotiates and administers contracts
with vendors relative to special program needs.
5. Submits reports to the Assistant
Director of Public Works about special programs.
6. Assigns, prioritizes, and reviews the
work activities of the special programs staff.
7. Evaluates current special programs
service levels, identifies strengths and weaknesses and develops plans to
increase effectiveness of resources.
SECONDARY
DUTIES AND RESPONSIBILITIES:
1. Acts as an official Public Works
Department spokesperson regarding special programs and departmental activities.
2. Performs other related duties as
required.
SUPERVISORY RESPONSIBILITIES:
Provides general supervision to the Office Assistant
III; provides general direction to the GIS Analyst - Senior, Special
Programs Coordinator, and Public Works Applications Support Specialist.

system analysis and design.
Good knowledge of computer program
evaluation techniques.
Good knowledge of publication
principles and techniques.
Good knowledge of the budget process.
Skill in the operation of computer hardware
and software.
Ability to plan, direct, and review the work
activities of the Special Programs staff.
Ability to communicate tactfully and effectively
with other City employees, the public, news media, other governmental agencies,
and private sector organizations.
Ability to negotiate and administer vendor
contracts.

JOB SPECIFICATION - CONTINUED
ACCEPTABLE EXPERIENCE AND TRAINING:
Completion of a Bachelor’s degree in Business
Administration, Civil Engineering, Public Administration, Urban Planning, or a
related area; at least four (4) years of managerial experience with
Public Works programs; at least two (2) years of experience in Urban
Planning; at least two (2) years of experience in computerized
geographics; OR any equivalent
combination of experience and training which provides the required knowledge,
skills, and abilities.
ADDITIONAL REQUIREMENTS
Must possess a valid Arkansas Class D (Non-Commercial
Vehicle) Driver’s License before employment and maintain licensure for the
duration of employment in this position.
