JOB DESCRIPTION
JOB TITLE: Special Programs Coordinator

JOB OBJECTIVE: To analyze, organize, and coordinate special programs and projects for the Public Works Department; to disseminate information regarding Departmental activities and services.
ACCOUNTABILITY: Receives general supervision from the Special Programs Manager.
ESSENTIAL JOB FUNCTIONS:
1. Coordinates special Departmental projects, such as new Public Works programs development, technology integration and database development.
2. Develops and implements plans to achieve Department goals regarding special Public Works programs and projects, i.e., customer oriented service, total quality management, environmental issues, and public awareness of Department activities.
3. Conducts research and assesses feasibility and opportunities for creating Public Works programs and projects, including new program and new technology development; prepares statistical reports and recommendations.
4. Develops information concerning special Public Works programs and activities by researching and documenting information, preparing draft news releases, bulletins, and other materials.
5. Acts as liaison between the Public Works Department and the City Customer Relations and Information Office; prepares information for release through the City Customer Relations and Information Office.
6. Assigns, directs, prioritizes, and reviews the work activities of the Graphics Support Specialists and Projects and Addressing Specialist.
7. Operates a microcomputer with desktop publishing, graphics, spreadsheet, and word processing software.
8. Operates a City pool automobile in the performance of essential job functions.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Evaluates current Public Works program service levels and develops plans to increase visibility and effective utilization of resources.
2. Conducts research to identify strengths and weaknesses of various Public Works programs and projects.

3. Plans and organizes meetings with citizens, City officials, and department staff to discuss Public Works project activities.
4. Maintains hard copy and computer files and records of all special Public Works programs and projects, including cost, participation, and results.
5. Maintains a library of photographs, videotapes, and other promotional materials.
6. Monitors Departmental budget accounts to ensure funds are available for operating expenses; notifies supervisor of any discrepancies.
7. Performs other related duties as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable knowledge of public administration principles and techniques, including program development, program analysis techniques, and public awareness strategies.
Considerable knowledge of administrative methods and practices and management principles and practices, including strategic planning and total quality management.
Good knowledge of research methods and techniques.
Good knowledge of English grammar and syntax.
Some knowledge of computer fundamentals and business software, including desktop publishing, graphics, spreadsheet, and word processing software.

ACCEPTABLE EXPERIENCE AND TRAINING:
Completion of a Bachelor’s Degree in Public Administration,
Business Administration, English/Technical Writing, or related area; at
least two (2) years of experience in program development and analysis, or
related area; at least one (1) year of supervisory experience; OR any equivalent combination of experience
and training which provides the required knowledge, skills, and abilities.
ADDITIONAL REQUIREMENT:
Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
