JOB TITLE:  Solid Waste Engineer II

 

MAINTENANCE REVIEW DATE:  August 1999

JOB OBJECTIVE:  To perform analysis and overview of landfill operations to ensure compliance with federal and state regulations regarding solid waste disposal.

 

ACCOUNTABILITY:  Receives general supervision from the Solid Waste Services Manager.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Monitors ground water monitoring systems, conducts sampling and secures analysis as needed; reviews and evaluates results of analysis; monitors leachate, storm water and gas collection systems for proper maintenance and operation; recommends design and operational changes to maintain compliance, enhance performance, and/or save on expenses.

 

2.         Prepares bid specifications for contract services, i.e. composting, rock suppliers and other required supplies; ensures compliance with contracts and specifications for Solid Waste Division projects.

 

3.         Reviews plans for major landfill cell development and projects to ensure compliance with Arkansas Department of Environmental Quality (ADEQ) state and federal regulations, specifications and ordinances; recommends changes to enhance performance and/or save on expenses.

 

4.         Serves as the Solid Waste Services Manager liaison and/or representative on major landfill projects; relates information to City employees, consulting engineers, contractors, Arkansas Department of Environmental Quality (ADEQ) and other agencies; serves as technical advisor for landfill construction projects, i.e., new cells, methane recovery system and refining of leachate; ensures the appropriate agencies are notified of project specifications, funding requirements and applicable federal, state and local regulations.

 

5.         Recommends landfill operational projects needed to eliminate specific problems such as design of drainage and pump systems.

 

6.         Inspects contractor’s work during construction to ensure compliance with approved plans and specifications; performs final inspection of construction and recommends approval for payments or prepares the list of items to be corrected before approval.

 

7.         Prepares designs for assigned projects including plans, material specifications, contract documents and cost estimates; analyzes bids based on cost, compliance with specifications, and quality; makes recommendations.

 

8.         Assists in the maintenance of necessary files and correspondence as required by the Arkansas Department of Environmental Quality (ADEQ); prepares correspondence, notifications, and reports to contractors related to landfill operations, contract services and construction contractors.

9.         Performs necessary field surveying to control fill operations prepare in the grid cells, lay out new construction, and prepare construction surveys.

 

10.       Prepares regular and special reports on solid waste project status; provides information for cost estimates and financial analysis reports to the Finance Department.

 

11.       Prepares documentation for the Solid Waste Services Manager for presentation to City Boards and Commissions regarding specific solid waste projects.

 

12.       Performs special engineering studies as assigned; performs research and analysis in order to comply with Arkansas Department of Environmental Quality (ADEQ) regulations.

 

13.       Provides training to Solid Waste Equipment Operators and others in Arkansas Department of Environmental Quality (ADEQ) regulations.

 

14.       Ensures compliance with stormwater and wastewater discharge permit requirements, including the development of spill prevention plans and stormwater pollution prevention plans.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

 

Considerable knowledge of engineering principles and practices.

 

Considerable knowledge of local, state, and federal regulations governing solid waste construction and operations.

 

Skill in the operation of surveying equipment.

 

Skill in the use of CAD.

 

Ability to read and interpret construction plans and specifications.

 

Ability to review construction plans and specifications for feasibility and compliance with local, state, and federal regulations.

 

Ability to detect discrepancies between approved specifications and actual construction.

 

Ability to maintain detailed files and records.

 

Ability to communicate effectively, both orally and in writing.

 

ACCEPTABLE EXPERIENCE AND TRAINING:  Completion of a Bachelor’s Degree in Civil Engineering, Chemical Engineering, Environmental Engineering, or related field; at least two (2) years of experience in solid waste disposal or landfill construction, construction engineering, environmental engineering, enforcement of solid waste regulations, or a related area; OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

 

ADDITIONAL REQUIREMENT:

·        Must possess registration as a Professional Engineer (PE) before employment; must possess registration in the State of Arkansas as a Professional Engineer (PE) within one (1) year of employment; must maintain registration for the duration of employment in this position.

·        Must possess Arkansas Department of Environmental Quality (ADEQ) 1A License within six (6) months of employment.

·        Must acquire Arkansas Department of Environmental Quality (ADEQ) 1B License within one (1) year of acquiring non-renewable 1A License.

·        Must acquire Arkansas Department of Environmental Quality (ADEQ) 1C License within one (1) year of acquiring 1B License.
