JOB OBJECTIVE: Perform analysis and overview of landfill operations to ensure compliance with federal and state regulations regarding solid waste disposal.
ESSENTIAL JOB FUNCTIONS:
1. Monitors ground water monitoring systems, conducts sampling and secures analysis as needed.
2. Prepares bid specifications for contract services, i.e. composting, rock suppliers and other required supplies; ensures compliance with contracts and specifications for Solid Waste Division projects.
3. Monitors leachate, storm water and gas collection systems for proper maintenance and operation.
4. Reviews plans for major landfill cell development and projects to ensure compliance with Arkansas Department of Environmental Quality (ADEQ) state and federal regulations, specifications and ordinances.
5. Serves as the Solid Waste Services Manager liaison and/or representative on major landfill projects; relates information to City employees, consulting engineers, contractors and appropriate agencies; ensures the appropriate agencies are notified of project specifications, funding requirements and applicable federal, state or local regulations.
6. Recommends landfill operational projects needed to eliminate specific problems such as, design of drainage and pump systems.
7. Inspects contractor’s work during construction to ensure compliance with approved plans and specifications; performs final inspection of construction and recommends approval for final payment or prepares the list of items to be corrected before final approval.
8. Prepares designs for assigned projects including material specifications and estimates amount of material needed.
9. Assists in the maintenance of necessary files and correspondence as required by the Environmental Quality (ADEQ); prepares correspondence to contractors related to landfill operations, contract services and construction.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Performs necessary field surveying to control fill operations in the grid cells.
2. Performs as technical advisor for landfill construction projects, i.e., new cells, methane recovery system and refining of leachate; prepares regular and special reports on project status as required.
3. Prepares documentation for the Solid Waste Services Manager for presentation to City Boards and Commissions regarding specific solid waste projects.
4. Performs special engineering studies as assigned; responsible for research and analysis in order to comply with Arkansas Department of Environmental Quality (ADEQ).
5. Performs other related duties as required.
SUPERVISORY RESPONSIBILITIES: Scale House Operations Supervisor.
MINIMUM QUALIFICATIONS:
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of Civil Engineering principles and practices.
Knowledge of local, state, and federal regulations governing solid waste construction and operations.
Skill in the operation of surveying equipment.
Skill in the use of CAD.
Ability to read and interpret construction plans and specifications.
Ability to review construction plans and specifications for feasibility and compliance with local, state, and federal regulations.
Ability to detect discrepancies between approved specifications and actual construction.
Ability to communicate effectively both orally and in writing.
Ability to maintain detailed files and records.
These knowledge, skills, and abilities are usually, although not always, acquired through a Bachelor’s Degree in Civil Engineering or a related field and two (2) years experience in solid waste. Equivalent combinations of education and experience will be considered.
ADDITIONAL REQUIREMENTS:
Must possess or be able to obtain registration as an Engineer in Training (EIT) within six (6) months of employment.
Must possess Arkansas Department of Environmental Quality (ADEQ) 1A License within six (6) months of employment.
Must acquire Arkansas Department of Environmental Quality (ADEQ) 1B License within one (1) year of acquiring non-renewable 1A License.
Must acquire Arkansas Department of Environmental Quality (ADEQ) 1C License within one (1) year of acquiring 1B License.
