Solid Waste Collection Supervisor

JOB OBJECTIVE:
To plan and direct the activities of the Solid Waste Collection Section.
ACCOUNTABILITY:
Receives general direction from the Solid Waste Services Manager.
ESSENTIAL JOB FUNCTIONS:
1. Analyzes current solid waste collection
programs for improved work methods and investigates new programs for expanding
into other solid waste collection activities.
2. Provides technical information for
implementing special projects and regularly scheduled programs.
3. Reviews computerized management
information system reports of solid waste collection programs to assess
efficiency of various work activities.
4. Oversees development and implementation
of recycling operation within Solid Waste collection; such as marketing,
collection, processing of recyclables, revenue collection, and cost accounting
of programs.
5. Researches safety methods and
establishes safety and performance standards for employees; monitors the
effectiveness of established standards.
6. Monitors assigned budget and ensures
operations are within appropriated funding; compiles the tentative annual
section budget for review by the Solid Waste Manager.
7. Writes bid specifications for the
purchase of equipment and materials; reviews bids and recommends award.
8. Investigates complaints from customers
and initiates corrective action; answers questions and provides information to
customers and the news media regarding collection operations.
9. Monitors all personnel related actions
affecting section employees to ensure compliance with policies.
10. Serves in the absence of the Solid Waste
Services Manager.

SECONDARY DUTIES AND
RESPONSIBILITIES:
1. Prepares contracts for commercial
dumpster service for municipal agencies; monitors service and approves payment
of bills.
2. Performs other related duties as
required.
SUPERVISORY RESPONSIBILITIES:
Provides general
direction to the Foreman III provides general supervision to the
Collections Systems Specialist and the Office Assistant III.

REQUIRED KNOWLEDGE,
SKILLS, AND ABILITIES:
Comprehensive knowledge of solid waste collection and recycling
and disposal methods and techniques.
Considerable knowledge of the federal, state, and local laws,
and regulations governing solid waste collection and disposal.
Considerable knowledge of the City's streets and boundaries.
Considerable knowledge of management principles and practices.

Ability to read and interpret laws and
ordinances governing solid waste collection and recycling activities.

related to solid waste collection and recycling.
Ability to communicate effectively, both orally
and in writing.
Ability to prepare detailed narrative and
numerical reports.
Ability to conduct feasibility studies to
analyze recycling and solid waste collection programs.
ACCEPTABLE EXPERIENCE
AND TRAINING:
Completion of at least two
(2) years of college coursework in Civil Engineering, Environmental
Engineering, or a related area; at least four (4) years of experience in
managing municipal refuse collection and disposal programs; at least two (2)
years of supervisory experience, including supervision of administrative
and clerical employees; OR any
equivalent combination of experience and training which provides the required
knowledge, skills, and abilities.
ADDITIONAL REQUIREMENTS:
Must possess a valid
Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment
and maintain licensure for the duration of employment in this position.
Must complete all
educational requirements of Arkansas Department of Pollution Control and
Ecology (ADPC&E) for the 1A, 1B, and 1C licenses within one (1) year of
employment.
