JOB DESCRIPTION
JOB TITLE: Small Business Development Administrator
MAINTENANCE REVIEW DATE: February 2000

JOB OBJECTIVE: To plan and administer a program designed to promote and expand small, minority-owned, and women-owned business development.
ACCOUNTABILITY: Receives general direction from the Intergovernmental Relations Manager.
ESSENTIAL JOB FUNCTIONS:
1. Develops plans to seek out local minorities and women to qualify for revenue bond/capital accumulation programs; develops a small business incubator program.
2. Presents workshops, seminars, and information sessions for small, minority-owned, and women-owned vendors that will provide technical information regarding procurement procedures (i.e., bid/proposal procedures, required paperwork, and payment processes); develops informational programs to make businesses and industries aware of available small, minority-owned, and women-owned vendors.
3. Advises City departments regarding small, minority-owned, and women-owned business procurement policy and monitors policy compliance; provides information on the availability of small, minority-owned, and women-owned vendors.
4. Promotes Small Business Incubator Services System (SBISS) services to the public through speaking engagements and public information dissemination.
5. Recruits and screens SBISS clients.
6. Administers professional service contracts.
7. Coordinates training and technical assistance for SBISS clients by providing information on outside consultants, volunteers, and business assistance organizations.
8. Assists SBISS clients with the preparation of business plans and other operational issues; provides evaluation of strategic plans and financial issues.
9. Operates a microcomputer with spreadsheet and word processing software.
10. Operates a City pool automobile in the performance of essential job functions.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Promotes joint ventures between majority owned and small, minority-owned, and women-owned businesses; facilitates the development of mentor/protégé and adopt-a-business programs.

2. Assists SBISS clients with the location of additional sources of funding.
3. Plans SBISS Advisory Board meetings; ensures meeting notices are sent, meeting agendas are developed and distributed, and minutes are taken and distributed.
4. Performs other related duties as required.
SUPERVISORY RESPONSIBILITIES:
Provides general supervision to Administrative Technician (Small Business Development).

Good knowledge of the trends, concepts, principles, techniques, and legal aspects of City and regional planning.
Good knowledge of research and statistical methods.

ACCEPTABLE EXPERIENCE AND TRAINING:
Completion of a Bachelor’s degree in Business Administration, Public Administration, or a related field; at least two (2) years of experience in economic development activities with small, minority-owned, or women-owned businesses, or a related area, at least one (1) year of supervisory experience; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
ADDITIONAL REQUIREMENT:
Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
