Safety/Loss Control Specialist

JOB OBJECTIVE: To
administer the City's safety and loss control program to reduce the cost of the
City's Workers’ Compensation and disability claims, and to ensure the City is
in compliance with state laws and regulations regarding work place safety and
Occupational Safety and Health Administration (OSHA) rules and regulations
regarding chemicals.
ACCOUNTABILITY:
Receives general direction from the Human Resources Analyst -
Senior (Benefits).
ESSENTIAL JOB
FUNCTIONS:
1. Conducts safety audits of City
facilities and work sites to determine unsafe practices and conditions; writes
audit reports which outline findings and recommendations for review by the
supervisor, affected Department Manager and other involved management
personnel.
2. Conducts audits to ensure chemicals
are labeled in compliance with state law and OSHA regulations; ensures City
employees using chemicals receive required annual training regarding chemical
hazards.
3. Maintains material safety data
sheets on all chemicals used by City employees; prepares annual reports
regarding chemicals as required by state law and noted in OSHA 1910-1200.
4. Develops long-range safety and loss
control plans for the City, including writing and updating the City's Safety
Manual and Policies and Procedures Manual.
5. Researches federal and state
regulations regarding environmental safety, employee safety, and Workers'
Compensation to ensure the City is in compliance; prepares reports and makes
recommendations regarding improving safety of operations.
6. Conducts lost time incident
investigations; identifies unsafe actions and/or conditions responsible for
lost time incident; writes reports of investigations including recommendations
to prevent similar occurrences.
7. Audits Workers’ Compensation claims for
safety violations or other questionable activities; reports findings to the
appropriate source(s) and maintains files for future reference, analysis and
reporting.
8. Provides safety and loss control
training to supervisors and employees; develops training materials.

9. Investigates operations and recommends
the suspension or restricts the use of unsafe equipment in situations involving
imminent danger; develops and recommends methods for eliminating dangerous
activities.
10. Prepares statistical and technical
data necessary for Workers' Compensation reports and Requests for Proposal
(RFPs).
11. Reviews Workers’ Compensation and
related proposals received to ensure compliance with specifications; prepares a
cost analysis of each proposal to determine the best value for the City.
12. Serves as backup to the Occupational
Health Nurse (OHN) in the operation of the City drug testing program (excluding
pre-employment).
13. Serves as contact with adjusters and
administrators to ensure proper processing of Workers’ Compensation
claims/investigations.
14. Operates a City pool automobile in
the performance of essential job functions.
SECONDARY DUTIES AND
RESPONSIBILITIES:
1. Researches and reviews articles
about safety/loss control issues; makes recommendations for training and
motivational programs, special safety equipment and regulation interpretation.
2. Provides information and technical
support to ensure equipment specifications written by Fleet Services personnel
and other City department personnel meet applicable safety requirements and
regulations.
3. Prepares cost estimates for the
Workers' Compensation program; provides data to Finance Department to determine
the amount to bill City agencies covered by the program.
4. Performs other related duties as
required.

ACCEPTABLE EXPERIENCE
AND TRAINING:
Completion of a Bachelor's
Degree in Industrial Engineering, Safety, Applied Psychology, or a related
area; at least two (2) years of experience in risk management, safety
administration or a related field; OR
any equivalent combination of experience and training which provides the
required knowledge, skills, and abilities.
ADDITIONAL REQUIREMENT:
Must possess a valid
Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment
and maintain licensure for the duration of employment in this position.
