JOB TITLE: Risk Manager

JOB
OBJECTIVE: To manage the City's benefits, Workers'
Compensation and loss control to ensure compliance with federal, state, and
local laws and regulations, and City policies and procedures.
ACCOUNTABILITY: Receives general
direction from the Director of Human Resources.
ESSENTIAL
JOB FUNCTIONS:
1. Directs
activities regarding benefit plans to ensure that quality plans are provided to
employees within financial and legal constraints; prepares materials required
by the Board of Directors to approve new or renewed contracts for benefits,
Workers’ Compensation, risk management, and related programs.
2. Prepares
Requests for Proposal specifications for benefit programs, including health,
dental, optical, and life insurance programs and Workers' Compensation
services; analyzes proposals to determine award based on cost, compliance with
specifications, and the quality of the service provided.
3. Recommends
the implementation of new benefits programs and changes to existing programs to
meet employee needs, reduction in costs, and compliance with legal
requirements.
4. Ensures
benefit programs comply with applicable federal and state laws, regulations, and
qualification standards; assigns and reviews activities required to notify
employees of changes to benefit programs.
5. Reviews
alternative funding mechanisms for benefits plans including self-insurance and
experience rating to determine potential cost savings; recommends appropriate
funding methods and determines funding rate and reserve levels.
6. Chairs,
advises and provides assistance to the Non-Uniformed Pension Plan Board of
Trustees; recommends investment allocation options, administrative procedures,
and policies for Board approval.
7. Directs
the activities of consultants and outside advisors to obtain technical
information for use in developing or administering benefit plans and in
determining actuarial requirements for the plans.
8. Ensures
materials required by the State Workers' Compensation Commission for
self-insured programs are submitted in an accurate and timely manner; develops
cost estimates of City agencies' Workers' Compensation utilization for use by
the Finance Department for billing participating agencies.

9. Supervises
the development of safety procedures for use by City employees; reviews reports
from the Safety/Loss Control Specialist regarding methods of reducing the costs
and number of accidents and ensuring compliance with State law regarding Hazard
Communication; reviews reports of work site inspections for safety violations,
including recommended corrective measures.
10. Reviews
and authorizes settlement of Workers' Compensation claims when proposed
settlements exceed the authorization limit set for the Workers' Compensation
service company; directs review of questionable Workers’ Compensation claims
including notification to Department Directors of unsafe conditions and acts.
11. Compiles
annual budget figures for employee benefits and Workers' Compensation programs;
reviews and approves the payment of invoices which relate to benefit plans.
12. Analyzes
items proposed for inclusion in labor agreements to determine the financial and
administrative impact on benefit and risk management programs.
13. Prepares
special reports regarding benefits, Workers' Compensation, and loss control
programs for use by Director of Human Resources and the City Manager; presents benefit,
Workers' Compensation and loss control information to covered City agencies and
commissions as required.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Provides
information and advises management of City satellite agencies related to
benefits programs.
2. Performs
other related duties as required.
SUPERVISORY RESPONSIBILITIES: Provides general direction to the Human Resources Analyst
- Senior and Occupational Health Nurse.

ACCEPTABLE
EXPERIENCE AND TRAINING:
Completion of
a Bachelor’s Degree in Human Resources Administration, Public Administration,
Finance, Risk Management or a related area; at least four (4) years of
experience in benefits administration at the professional level, which
includes at least two (2) years of experience in computerized information
system administration; at least two (2) years of experience supervising
professional and technical level employees; OR any equivalent combination of experience and training which provides
the required knowledge, skills, and abilities.
