JOB TITLE:  Records Technician Assistant

 

MAINTENANCE REVIEW DATE:  May 1993

JOB OBJECTIVE:  To analyze and enter data from Police Incident Reports and Pawn Shop Reports; to serve as backup to the Records Technician.

 

ACCOUNTABILITY:  Receives general supervision from the Information Systems Coordinator.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Enters incident report supplemental forms received from the Detective Division into the Public Safety Computer System; verifies information for accuracy and returns any reports with discrepancies.

 

2.         Enters daily detective case assignments into the Public Safety Computer System.

 

3.         Receives lists of pawned items from local pawn shop operators; enters pawn shop information (i.e., name of individual pawning the merchandise and serial numbers of items pawned) into the computer system.

 

4.         Runs the serial numbers of pawned merchandise through the Arkansas Crime Information Center (ACIC)/National Crime Information (NCIC) computer system to check for stolen goods.

 

5.         Enters crime specific information from Police Incident Reports related to burglaries, robberies, and rapes (i.e., burglar's methods of entry, suspect's identifying characteristics, types of weapons utilized to commit the crimes, etc.).

 

6.         Analyzes information contained on Police Incident Reports and pawn shop reports to identify possible trends or links to specific crimes; notifies Detective Division personnel of any suspicious or questionable information.

 

7.         Analyzes reports to locate those pertaining to gang related activities, drive-by shootings, hate crimes, and demented persons; flags these reports in the computer system for use by Detective Division personnel.

 

8.         Operates a microcomputer, utilizing data base and publishing software, to prepare the stolen vehicle report twice per week; forwards the report to appropriate departmental personnel.

 

9.         Serves as backup to the Records Technician by entering information into the ACIC/NCIC computer system.

 

10.       Trains other employees in data entry methods at classes given by the Information Systems Coordinator.

11.       Assigns passwords and "P" numbers to employees utilizing the Police computer system; coordinates password and number assignments with the Office of Information Technology.

 

12.       Types correspondence and reports for the Police Lieutenant (Planning and Research) and the Information Systems Coordinator as required.

 

13.       Performs other related duties as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Considerable knowledge of data entry methods and techniques.

 

Good knowledge of standard office principles and practices.

 

Good knowledge of ACIC and NCIC system codes and requirements.

 

Good knowledge of the public safety computer system.

 

Skill in the operation of a microcomputer, utilizing data base, word processing, and Desktop Publishing software.

 

Skill in the operation of a computer terminal.

 

Skill in the operation of a desk calculator.

 

Ability to analyze information in order to detect possible crime trends.

 

Ability to accurately enter data into the computer system.

 

Ability to verify data for accuracy prior to entry into the computer system.

 

Ability to train other employees in data entry methods and techniques.

 

Ability to communicate effectively, both orally and in writing.

 

ACCEPTABLE EXPERIENCE AND TRAINING:  Completion of high school; at least two (2) years of general clerical experience; at least one (1) year of data entry experience; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

 

ADDITIONAL REQUIREMENT:

 

Must possess or be able to obtain Arkansas Crime Information Center (ACIC)/National Crime Information Center (NCIC) certification within the first six months of employment.
