JOB OBJECTIVE:  To ensure criminal record data for the Police Department is validated, entered, modified, and deleted from the police computer system in compliance with appropriate regulations and guidelines.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Inputs into and retrieves information from the Arkansas Crime Information Center (ACIC)/National Crime Information Center (NCIC) computer systems; validates and modifies record data in the computer system based on information received and review of criminal record data in document files, entry books, and other sources relevant to warrants, stolen articles, stolen vehicles, and missing and warranted persons; ensures accuracy of entries made by other personnel; ensures entries made by other personnel meet ACIC/NCIC criteria.

 

2.         Receives information from ACIC/NCIC and distributes to appropriate party; relays information to ACIC/NCIC and other agencies as required.

 

3.         Compiles and distributes stolen vehicle and property reports to various department divisions and outside agencies; ensures accuracy of information by contacting citizens to update and modify incident report information.

 

4.         Assists supervisor in establishing and maintaining computerized record-keeping systems and procedures.

 

5.         Composes and types correspondence, narrative and statistical reports, and special materials, utilizing a microcomputer with database, desktop publishing, spreadsheet, and word processing software; operates a scanner to enter maps, pictures, and other graphic material.

 

6.         Monitors accuracy of records by performing regular audits of records and data to ensure the correctness of information; ensures data is received and recorded from other police units; verifies use of appropriate offense categories; notifies supervisor of discrepancies; modifies and deletes data to ensure accuracy based on appropriate information.

 

7.         Provides training to other personnel data entry requirements and computer research procedures; assists personnel with software and hardware problems.

 

8.         Provides clerical and administrative support to other personnel in the compilation and preparation of reports and presentations.

 

9.         Prepares and maintains inventory log sheets of criminal record information and compiles regular status reports based on audits.

MINIMUM QUALIFICATIONS:

 

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Knowledge of hard copy and computer filing and record-keeping systems.

 

Knowledge of standard office practices and procedures.

 

Knowledge of ACIC/NCIC system codes and requirements.

 

Knowledge of data entry methods and techniques.

 

Knowledge of English grammar, spelling, punctuation, and sentence structure.

 

Knowledge of computer fundamentals and business software, including database, desktop publishing, graphics, spreadsheet, and word processing software.

 

Skill in the operation of a microcomputer, utilizing database, desktop publishing, graphics, spreadsheet, and word processing software.

 

Skill in the operation of a computer terminal.

 

Skill in the operation of a scanner.

 

Ability to interpret ACIC/NCIC codes.

 

Ability to validate and modify data in the Police computer system.

 

Ability to read and enter data into a computer system rapidly and accurately.

 

Ability to code information for entry into a computer system.

 

Ability to establish and maintain computerized record-keeping systems.

 

Ability to analyze information to detect trends.

 

Ability to detect discrepancies and errors in large volumes of data and records.

 

Ability to train others in data entry methods and techniques.

 

Ability to compile and prepare narrative and statistical reports.

 

Ability to communicate effectively, both orally and in writing.

 

These knowledge, skills, and abilities are usually, although not always, acquired through the completion of two (2) years of college or vocational-technical school coursework in Computer Operations, Office Procedures, or a related area, and two (2) years of experience in computerized records maintenance.  Equivalent combinations of education and experience will be considered.

 

ADDITIONAL REQUIREMENTS:

 

Must possess Arkansas Crime Information Center (ACIC)/National Crime Information Center (NCIC) Level 1, Basic Terminal Operator, and Level 2, Advanced Operator, certifications within six (6) months of employment and maintain certification for the duration of employment in this position.
