JOB DESCRIPTION
JOB TITLE: Real Estate Officer
MAINTENANCE

JOB
OBJECTIVE: To perform all phases of real estate
management for property owned, purchased or leased by the City.
ACCOUNTABILITY: Receives general direction from the Asset Management
Administrator.
ESSENTIAL
JOB FUNCTIONS:
1. Researches
the records of abstract companies and other public records to determine
ownership of property.
2. Negotiates
real estate transactions involving acquisitions and disposal of property;
prepares deeds, contracts, lease agreements, and other closing papers for real
estate transactions.
3. Appraises
property to determine correct valuation based on size, configuration, zoning
improvements, and physical characteristics; prepares written reports of all
appraisals.
4. Conducts
interviews with persons familiar with property; inspects property for
construction, condition, and functional design.
5. Researches
ownerships, mortgages, and other property records required for right-of-way.
6. Prepares
legal description of property acquired and sold by the City.
7. Resolves
issues involving tax exempt status of City real property by researching
information and exchanging information with the City Attorney and Director of Finance.
8. Maintains
asset inventory, database, and associated files and records for City real
property.
9. Operates
a City pool automobile in the performance of essential job functions.
SECONDARY
DUTIES AND RESPONSIBILITIES:
1. Updates
appraisals of properties periodically to account for improvements and
inflation.
2. Prepares
and submits written reports regarding established property value resulting from
appraisals, and changes that could influence the future value of property.

3. Responds
to questions and requests for information on property value and City ownership
of public property by City departments, real estate agencies, and the public.
4. Prepares
letters regarding City property, right-of-way acquisitions, and easements
directed to citizens, mortgage companies, and other individuals or companies
involved.
5. Directs
utility company personnel seeking easements on City property to the proper City
department.
6. Maintains
files of information and communications regarding acquisition, sale, and
appraisal of City property.
7. Reviews
appraisals performed by outside fee appraisers for the City to ascertain
accuracy and makes written recommendations concerning these appraisals to the appropriate
department.
8. Performs
other related duties as required.

REQUIRED
KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable
knowledge
of the principles of real estate management.
Considerable
knowledge
of federal, state, and local real estate laws and ordinances.
Good
knowledge
of the techniques of real estate appraisal.
Good
knowledge
of computer fundamentals and business software, including database software.
Skill in the operation of a
microcomputer utilizing database software.
Skill in the operation of an
automatic transmission automobile.
Ability to maintain moderately
complex files and records.

both orally and in writing.
ACCEPTABLE
EXPERIENCE AND TRAINING:
Completion of
a Bachelor’s degree in Business Administration, or a related area; at
least two (2) years of experience in real estate management or a related
field; OR any equivalent combination of
experience and training which provides the required knowledge, skills, and
abilities.
ADDITIONAL
REQUIREMENTS:
Must possess
an Arkansas Real Estate Sales License before employment and maintain licensure
for the duration of employment in this position.
Must possess
500 hours of real estate appraisal experience before employment.
Must possess
a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before
employment and maintain licensure for the duration of employment in this
position.
