EXAMPLES OF WORK
(Illustrative):
Any one assignment
may not include all of the duties listed below, nor do the listed examples
include all of the tasks which may be performed. However, an employee in this classification must be physically
and mentally able to perform all the duties required of any sworn officer, in
any job assignment, at all times, including but not limited to effecting the
arrest of a violent, resisting subject and operating and riding in a vehicle
for a tour of duty.
·
Attends the
daily line-up meeting to receive information from supervisors regarding
criminal activities needing special attention, requested extra patrols, changes
in policies and procedures, etc.
·
Checks out
equipment (i.e., portable radio and vehicle); ensures the employee number as
well as the assigned vehicle and radio numbers are entered into the computer
system.
·
Patrols an
assigned district to observe criminal and traffic violations; makes arrests
and/or issues citations to violators.
·
Responds to
calls from individuals needing police assistance (i.e., domestic disturbances,
burglaries in progress, disturbances with weapons, traffic accidents, etc.);
makes arrests and/or issues citations to violators when required.
·
Ensures
crime scenes and related evidence are secured; records information received
from victims, witnesses and suspects for inclusion in required reports or for
use by the Detective Division.
·
Completes
incident or accident reports and other related forms for each call, or codes
the call when possible.
·
Stores
property found at crime scenes, confiscated from individuals, or found by
citizens.
·
Testifies
in court regarding criminal and traffic citations and/or arrests.
·
Answers
questions and provides information to citizens regarding laws and regulations.
APPLICANT REQUIREMENTS
- In addition to passing all selection components, applicants for entry level
Police Officer positions must meet the following criteria established by the
State of Arkansas Commission on Law Enforcement, the State of Arkansas Civil
Service Statutes, and the Little Rock Civil Service Commission.
1. An
applicant must be at least twenty-one (21) years of age but less than
(forty-six) 46 to be hired as a Police Officer.
2. An
applicant must be at least twenty and one-half (20-1/2) years of age, but less
than forty-six (46) on the date of the written test.
3. An
applicant must have graduated from a standard high school or must have a high
school equivalency certificate; i.e., General Education Diploma (G.E.D.).
4. An
applicant must have no felony convictions.
5. An
applicant must be of good moral character.
A comprehensive background investigation will be conducted.
6. An
applicant must have acceptable vision (uncorrected visual acuity must not
exceed 20/100 in either eye, correctable to 20/20 or better in each eye).
7. An
applicant must possess normal hearing and be free of any hearing defect which
in the opinion of the physician would adversely affect performance of
duty. Hearing may be considered normal
when a whispered conversation can be heard at 15 feet.
8. An
applicant will be required to pass a physical agility test, as well as medical
and psychological examinations before being placed on the payroll.
9. An
applicant must be a citizen of the United States as of the date of the written
test.
APPLICATION/SELECTION PROCEDURES: Each step must be passed before proceeding
to the next step.
Step 1 - Written
Test - This
test is scored on a pass/fail basis.

required to schedule for testing, but are encouraged to verify test
date(s). The written test is
administered at Police Training, 10901 Arch Street, Little Rock, AR 72206.
Applications are completed before test administration at the test

Applicants are required to bring one of the following to the
written test administration:
A
valid Drivers License (temporary license or permit not acceptable) OR
picture I.D. (i.e., military). Please
note that if picture I.D. is not provided, you will not be permitted to
test.
Applicants
are also asked to provide their Social Security card (original card from Social
Security Administration only, no copies or metal cards accepted).

Step 2 - Physical
Agility Test - This test will be scored on a pass/fail
basis. (Events and more specific information are listed
on the back of this pamphlet.)
Step 3 -
Pre-Background Investigation - Primarily directed
toward criminal and traffic records.
Step 4 -
Structured Interview by a Panel of Police Officers
- This component will be used to rank applicants.
Step 5 - Full
Background Investigation (including a polygraph examination)
- The full background investigation will only be conducted for those
individuals selected by the Chief of Police.
Step 6 - Civil
Service Commission Certification - The number of
current and projected vacancies will determine the number of candidates
recommended for certification. Special
law enforcement training participants (i.e., Police Corps) may be certified
separate from the general public.
Step 7 -
Psychological and Medical Evaluation (including a drug test)
Such evaluations will be administered only for those candidates who have been
offered employment.
Since the written test is administered on a regular basis,
the length of time from the date of the written test to an offer of employment
(if one is extended) will vary for each applicant. Depending upon the date the applicant takes the written test, the
score made in the structured interview process, the number of vacancies and the
date the recruit school begins, an applicant could be offered employment
within three months of his/her written test date. Applicants who have not received an offer of employment will be
removed from the pool of applicants eighteen (18) months from the date of
his/her written examination. Applicants
are permitted to test only once in an 18-month period. NOTE:
To be considered for employment after 18 months in the pool, an
applicant (except for active duty military applicants eligible for hire) must
start over at Step 1 (written exam). An
active duty military applicant who is eligible for an offer of employment may
remain in the pool for an additional 12 months. Any applicant who arrives at the age of 46 after beginning the
selection process shall be immediately disqualified.
2004 EMPLOYEE FRINGE BENEFITS FOR
LITTLE ROCK POLICE OFFICERS
EDUCATION INCENTIVE PAY:
Officers will be eligible for Education
Incentive Pay upon completion of length of service and college hour
requirements (per FOP Statement of Agreement).
UNIFORMS: All
uniforms are furnished by the City.
SICK LEAVE:
Sick leave is accrued at the rate of 20 days per
year with maximum accumulation to 200 days.
VACATION:
Employees will receive 15 days of vacation per
year.
DISCRETIONARY DAYS: Employees
with 5 to 15 years of continuous service shall receive 5 discretionary days per
year. All employees with 15 or more
years of continuous service shall be granted 6 discretionary days.
LONGEVITY (BONUS) PAY:
Employees of all ranks will receive a longevity
bonus amounting to: $5 per month for
each year of service up to and including the 15th year; $6 per month for each year of service from
the 16th year through the completed 25th year.
Payments are to be made every 6 months.
SHIFT DIFFERENTIAL: Employees assigned to
the S.T.A.R.T. Unit and the 11:00 p.m. to 7:00 a.m. shift will be given a $200
annual shift differential.
CREDIT UNION: Employees
may join the Credit Union upon employment.
INSURANCE: The
City pays the total cost of health insurance and life and accident insurance policies for all full-time employees.
A. Health and Dental Insurance - Coverage
for an employee's dependents is available at the employee's option; should an
employee choose to cover his/her dependents(s), the City currently pays part of
the total cost of this additional coverage.
B. Life Insurance - The
benefit amount of this City paid policy for an incoming Police Officer is
$30,000.
PRE-EMPLOYMENT PHYSICAL AGILITY TEST REQUIREMENTS
Immediately after applicants finish the written test,
candidates will be advised whether they passed or failed the test. Applicants who pass the written test will
proceed immediately to the physical agility test. You are encouraged to bring running shoes, comfortable clothing adequate
for stretching and exercising, and a light lunch.
The Pre-Employment Agility Test (PEAT) has been revised to
meet the standards set by the Cooper Institute for Aerobic Research in
Dallas, Texas. These standards are
currently being used by the City of Little Rock Police Department and have been
validated and utilized by most large police departments and federal law
enforcement agencies. The PEAT testing
consists of the following:
1. Absolute
Strength Testing (one (1) repetition maximum bench press). Absolute strength testing involves forcing a
muscle group to exert a maximum force.
The score for this test is determined from the maximum number of pounds
lifted in one repetition on a free-weight bench press.
2. Muscular
Endurance Testing (sit-ups, push-ups).
Muscular endurance is defined as the ability to contract the muscle
repeatedly over a specific period of time without undue fatigue. The test score is determined by the correct
number of repetitions in one minute.
a. The Sit Up Test (measures abdominal muscular
endurance)
b. The Push Up Test (measures muscular endurance
of the upper body [anterior deltoid, pectoralis major, triceps]) using the full
body pushup.
3. Anaerobic
Power Testing (300 meter run).
Measures anaerobic power. The
test is recommended as part of the public safety fitness battery.
4. Vertical
Jump Test. Measures jumping or
explosive power. It is an important
area for pursuit tasks that require jumping and vaulting.
