The City of Little Rock is seeking an experienced and innovative executive to serve as Police Chief.

THE COMMUNITY  

Little Rock is located in the heart of Arkansas .  Its music, food, customs, and attitudes blend Western, Southern, and Midwestern style and cultures.  Little Rock (population 185,000, metro population 550,000) offers many of the amenities of life in a big city without the disadvantages.

  Arkansas ’ educational system has been recognized nationally.  According to Time Magazine, “ Arkansas is one of the three states leading the charge for education reform,” and the Little Rock School District is on the leading edge of that charge.  The district offers Magnet Schools that emphasize art, math and science, business and communications skills.  The district also provides quality educational programs that encourage all children to achieve their potential.  

Little Rock offers many opportunities for higher education.  The University of Arkansas for Medical Sciences is known worldwide for groundbreaking medical research and procedures.  UALR, the University of Arkansas at Little Rock , is an urban metropolitan university serving some 12,000 students with a varied range of degree offerings, including the juris doctorate degree offered at the UALR School of Law.  Little Rock is also the home of Philander Smith College , Arkansas Baptist College, Pulaski Technical College and Webster University .  Four other universities are within commuting distance.  

Arkansas is renowned for its natural beauty, its many lakes and streams, and its moderate climate.  It’s a haven for campers, hikers, and water sports enthusiasts, and offers many outdoor family attractions and activities.  There are 51 state parks in the Natural State , many of which are less than a day’s drive away.

  Little Rock is perched along the bluffs overlooking the Arkansas River .  As the capital city, it’s the center for government, finance and business.  A revitalized downtown area, the RiverMarket District is teeming with activity.  Loft apartment buildings are almost full.  Condominiums are under construction.  Restaurants and retail outlets line the busy streets.  Little Rock ’s National Airport is an easy 10-minute drive away and is served by most major carriers.  Major office buildings are underway and the William Jefferson Clinton Presidential Library  opened in Downtown Little Rock in November 2004.

CITY GOVERNMENT  

The City of Little Rock is operated under a Council/City Manager form of government.  The City Manager is the chief administrative officer and is appointed by and serves at the pleasure of the Board of Directors.  An 11-member Board of Directors, including seven ward seats, three at-large seats and the popularly elected Mayor, governs Little Rock .  The City Manager’s Office consists of one Assistant City Manager and managers for administrative services, intergovernmental relations, economic development, community programs, and racial and cultural diversity.  All Department Directors are hired by and serve at-will under the City Manager, except the City Attorney and Municipal Judges.

  Little Rock employs approximately 2100 full-time employees in 15 departments.  The employee organizations include:

         American Federation of State, County and Municipal Employees
         Fraternal Order of Police, Lodge #17
         International Association of Firefighters, Local #34

The 2004 budget is $154,915,863.  The City utilizes a program-based budget approach for the funds under the direction of the City Manager.  This approach allows citizens and their elected representatives to evaluate the costs of various services, to relate those costs to units of service delivered, and to set service priorities.

The City has received numerous awards including the All American City Award.  The Little Rock Police Department, Parks and Recreation Department, and Zoo have received national accreditation.

 POSITION OVERVIEW  

The Police Chief is appointed by, reports to, and serves at the pleasure of the City Manager.  The Chief is responsible for the planning, administration, and management of all Police Department procedures, activities, resources, and personnel to achieve the Department’s strategic goals.  

   Oversees all functions of the Police Department, and ensures compliance with laws, regulations, policies and procedures.

    Researches information to keep informed of changes in laws and regulations and court decisions which affect Police Department operations; ensures Departmental policies and procedures are modified or created to respond to legal requirements.

    Approves the development and implementation of Departmental General Orders, Rules and Regulations and Divisional Operating Procedures.

    Meets with community organizations, business owners, etc. to determine the law enforcement needs of the community; develops long-range plans for the future operations of the Department and establishes priorities for the enforcement of laws and ordinances.

    Compiles the comprehensive Departmental budget from information received from division commanders and the Assistant Police Chiefs for submission to and approval by the City Manager.

    Reviews and approves recommendations from division commanders and the Assistant Police Chiefs for new programs and equipment; attends Board of Director Meetings to submit comprehensive proposals following City Manager approval.

    Reviews status reports received from the Assistant Police Chiefs and division commanders to monitor the daily operations of the Department and to become aware of any problems.

    Compiles detailed narrative and statistical reports for review by the City Manager regarding Police Department operations and programs.

    Develops standards and criteria for evaluating the performance of Police Department personnel and programs.

    Testifies in court regarding Departmental operations, policies and procedures; appears before the Civil Service Commission to present information regarding disciplinary actions taken against Departmental personnel.

    Provides information to the Human Resources Department and the Civil Service Commission regarding the establishment of Police Department selection and promotion procedures and the revision of the Civil Service Commission Rules and Regulations.

    Reviews misconduct complaints lodged against sworn Departmental personnel; approves internal affairs investigations and the subsequent results.

    Evaluates the performance of assigned sworn and civilian personnel; approves all disciplinary actions recommended for Departmental personnel.

    Serves as liaison between the Police Department and other law enforcement agencies, the Prosecuting Attorney's Office, etc. to ensure cases are handled according to procedures and to exchange information as required.

    Makes press releases concerning Departmental operations; answers questions from the news media as required.

    Provides information and makes presentation to civic organizations, business organizations, etc. regarding Police Department operations.

The Police Chief will possess the following knowledge, skills, and abilities:  

         Knowledge of police administration and management principles and practices.
   Knowledge of law enforcement principles and practices.
   Knowledge of applicable federal, state, and local laws and ordinances.
   Knowledge of the maintenance requirements for law enforcement equipment, including firearms, communications equipment and vehicles.
   Knowledge of Civil Service Commission practices.
   Knowledge of the F.O.P. and A.F.S.C.M.E. Statements of Agreement as they apply to Police Department operations.
   Knowledge of budget processes.
   Ability to ensure Departmental operations comply with laws, regulations, policies and procedures.
   Ability to approve the development and implementation of Departmental General Orders, Rules and Regulations and Divisional Operating Procedures.
   Ability to develop long-range plans for the future operations of the Department.
   Ability to compile the comprehensive Departmental budget.
   Ability to review and approve recommendations regarding new equipment and programs.
   Ability to prepare detailed narrative and statistical reports.
   Ability to develop standards and criteria for evaluating the performance of Departmental personnel and programs.
   Ability to prepare recommendations regarding Departmental promotion and selection procedures for review by the Civil Service Commission.
   Ability to review and approve recommendations for disciplinary actions to be taken against Departmental personnel.
   Ability to make press releases concerning Departmental operations.
   Ability to communicate effectively, both orally and in writing.
   Ability to direct and evaluate the work activities of assigned managerial, professional, and clerical personnel.

 

 City Departments and Their Primary Functions:

   City Attorney – Legal services to departments and the City Board.

   City Manager – Centralized administration of all municipal programs; economic development and community relations.

   Community Programs – Welfare to Work programs, Prevention, Intervention and Treatment social programs.

   District Courts (Traffic, Criminal and Environmental) – adjudication of offenses.

   Fleet Services – Maintenance and repair of City vehicles and motorized equipment.

   Finance – Budget, accounting, payroll, and treasury.

   Fire – Fire suppression and prevention.

   Housing and Neighborhood Programs – Code enforcement, community development and animal control.

   Human Resources – Recruiting, hiring and retaining employees, class/comp, benefits, labor relations and risk management.

   Information Technology – Technology planning, telecommunications computer system operations and maintenance, application development and networking.

   Parks and Recreation – Parks and golf course development and maintenance, recreation programs and facilities.

   Planning and Development – Neighborhood planning, land use control, permitting and enforcement.

   Police – Law enforcement, 9-1-1 dispatching, traffic accident investigation.

   Public Works – Traffic control, traffic and civil engineering, streets development and maintenance, solid waste collection and disposal.

   Zoo – Maintenance and enhancement of the zoological park.

 POLICE DEPARTMENT  

The Little Rock Police Department is internationally accredited and has an authorized strength of 711, of which 567 are sworn officers.  The $41 million budget provides police services to 185,000 residents (approximately 350,000 day time population) through 10 divisions, 3 patrol substations, a full-service training facility and the City’s Communications Center .  Additionally, LRPD provides police service for Little Rock National Airport with approximately one million passengers annually.  

COMPENSATION AND BENEFITS  

The 2004 salary range maximum for Police Chief is $109,415 annually.  The starting salary for the new Chief is negotiable depending upon experience.  Executive benefits are negotiable; however, the following benefits package is generally representative of executive level employees:  

   Pension (401A)  9% lump sum contribution by the City at the beginning of each calendar year.  7% employee contribution  vested immediately.  (In lieu of Social Security, Uniformed Police and Fire are required to participate in Arkansas Local Police and Fire Retirement System  6% employee contribution  6% employer contribution.)

   Relocation expenses – To be determined at job offer.

   Generous paid leave.

   Medical insurance premium paid for the employee; partial medical insurance premium paid for dependents ($136.22 per month for non-tobacco-using family).

   Car allowance (car provided for Police and Fire Chiefs).

   Life insurance and AD&D – premium paid by the City for the employee.  (Basic life insurance = $500,000)  (AD&D = 1 X Annual Salary).

   Dental insurance premium paid by the City; partial dental insurance premium paid for dependents ($6 per month).

   Optical insurance premium paid by the City (Dependent coverage available).

   Long-Term Disability (LTD) – premium paid by the City.

   Pre-tax flexible spending accounts.

   Optional long-term care insurance, automobile insurance, homeowners insurance, cancer and dread disease insurance, and additional life and AD&D insurance available at group rates.

   Eight (8) paid holidays per year.

   After completing one year of employment with the City of Little Rock , an employee is paid “longevity” bonus pay.  This bonus is paid semi-annually.  

ACCEPTABLE EXPERIENCE AND TRAINING:  A bachelor’s degree in criminal justice, public administration or related area from an accredited institution, and four years of experience as a manager or administrator in a law enforcement agency similar or larger in size and complexity to the Little Rock Police Department, supervising managerial and professional level employees.  Equivalent experience and training will be considered.  Experience utilizing the COMSTAT management process and community-oriented policing is preferred.
