JOB TITLE: Public Works Operations Coordinator
MAINTENANCE

JOB
OBJECTIVE: To coordinate the activities of Public Works
Operations sections and to assist in division planning by performing
administrative and technical duties.
ACCOUNTABILITY: Receives general direction from the Public Works
Operations Manager.
ESSENTIAL
JOB FUNCTIONS:
1. Provides
general and technical support to the Street, Traffic, and Scheduling personnel
as directed by the Public Works Operations Manager.
2. Researches,
recommends, and develops new programs or additions to existing programs to
provide improved service delivery systems.
3. Compiles
budget data submitted by sections, including equipment, material, and personnel
costs; prepares division budget and submits to supervisor for review and
approval.
4. Monitors
budget accounts to ensure expenditures do not exceed budgeted amounts;
initiates fund transfers to different accounts as necessary.
5. Prepares
reports, estimates, and correspondence related to project status, maintenance
programs, and budget.
6. Serves
as Division liaison to the Fleet Services Department relating to equipment
management, replacement and service needs.
7. Provides
information, investigates complaints, and answers questions from members of the
public, state, and federal agencies regarding Public Works Operations projects;
prepares and presents information to various groups as required.
8. Ensures
the Public Works Operations facility is in compliance with the Hazardous Waste
Management regulations; compiles reports for submittal to the Arkansas
Department of Environmental Quality.
9. Ensures
the Public Works Operations facility is in compliance with the Federal and
State Stormwater Runoff and Spill Prevention regulations.
10. Conducts
research and develops the annual Division work plan.
11. Reviews
plans for street and drainage maintenance projects to ensure that amounts
budgeted for materials and personnel are sufficient; recommends any revisions
to the supervisor.

other City departments for solving maintenance project problems.
13. Reviews
federally funded project plans to assess impact of improvements on City street
and drainage system maintenance methods and future needs.
14. Supervises
the development of division safety and training programs and related files and
records.
15. Serves
as Division contact for all aspects of random drug screening; notifies and
compiles correspondence; schedules appointments of designated employees to be
screened.
16. Prepares
bid specifications for materials and equipment; reviews bids for conformance
with specifications and City requirements; recommends awards based on
compliance.
17. Prepares
purchase or bid specifications and contract documents for all supplemental
contracts required by the Operations Division.
18. Issues
work order requests to the Scheduling Section for street drainage, maintenance,
and repairs; inspects work for performance as specified.
19. Prepares
special reports documenting total man-hours and equipment used for specific
projects.
20. Monitors
progress of special projects; notifies supervisor of deviations from schedule
and/or budget; recommends possible corrective actions.
21. Serves as backup to the Public Works
Operations Manager.
22. Operates a City pool automobile in the
performance of essential job functions.

ACCEPTABLE
EXPERIENCE AND TRAINING:
Completion of
two (2) years of college course work in Civil Engineering, Engineering
Technology, or a related area; at least four (4) years of technical or
administrative experience in Public Works construction, and maintenance projects;
at least one (1) year of supervisory experience; at least one (1)
year of experience in working with microcomputers, utilizing spreadsheet
and database software; OR any equivalent
combination of experience and training which provides the required knowledge,
skills, and abilities.
ADDITIONAL
REQUIREMENT:
Must possess
a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before
employment and maintain licensure for the duration of employment in this
position.
