JOB TITLE: Public Works Applications Support Specialist

JOB
OBJECTIVE: To provide user support for microcomputers
and associated software for the Public Works Department.
ACCOUNTABILITY: Receives general supervision from the Special Programs
Manager.
ESSENTIAL
JOB FUNCTIONS:
1. Develops
databases, writes macros, establishes links, develops reports and applications,
and performs other microcomputer applications software program manipulations by
writing computer instructions, using fourth-generation computer programming
languages, to support user needs.
2. Develops
and maintains the Public Works Department Information Master Plan.
3. Answers
questions and provides technical information to users of microcomputer
applications software.
4. Installs,
configures, and upgrades microcomputer applications software.
5. Investigates
microcomputer applications software problems and develops solutions.
6. Integrates Microsoft-based applications
with GIS-based data and graphics.
7. Conducts
training in the use of microcomputers, software applications, peripherals, and
related equipment.
8. Investigates
microcomputer hardware problems; identifies problem and recommends actions,
including referrals to Management Support Department.
9. Recommends
changes and upgrades for hardware and software; consults with vendors and
researches literature; develops bid specifications for purchase of equipment
and software; assists in the review of bid specifications.
10. Operates
a City pool automobile in the performance of essential job functions.

REQUIRED
KNOWLEDGE, SKILLS, AND ABILITIES:
Good
knowledge
of Visual Basic, C++, SQL, or other program development tools.
Good
knowledge
of computer fundamentals and business software, including database,
spreadsheet, and word processing software.
Good
knowledge
of computer operating systems, including Microsoft Windows, Microsoft NT, and
Microsoft 95/98.
Some
knowledge
of computer program design methodology.

Microsoft-based applications with other applications.
Ability to investigate
microcomputer applications software problems and develop solutions.
Ability to install, configure, and
upgrade microcomputer applications software.
Ability to investigate
microcomputer hardware problems and recommend repair or replacement.
Ability to conduct training in the
use of microcomputers, software applications, peripherals, and related
equipment.
Ability to communicate effectively,
both orally and in writing.
ACCEPTABLE
EXPERIENCE AND TRAINING:
Completion of
two (2) years of college or vocational technical school coursework in
Computer Science, or a related area; at least two (2) years of experience
in computer programming, utilizing a fourth-generation language; at least two
(2) years of experience in the installation and maintenance of Microsoft
operating systems and software applications; OR any equivalent combination of experience and training which provides
the required knowledge, skills, and abilities.
ADDITIONAL
REQUIREMENT:
Must possess
a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before
employment and maintain licensure for the duration of employment in this
position.
