JOB OBJECTIVE:
To develop and coordinate public information and marketing programs for
the City of Little Rock.
ACCOUNTABILITY:
Receives general direction from the Assistant City Manager.
ESSENTIAL JOB FUNCTIONS:
1. Develops and coordinates short- and long-range public information and marketing programs to promote public understanding; administers the public relations program through advertising, public information, and community relations programs.
2. Directs the development of
communication materials, including brochures, flyers, press releases,
information pamphlets, media announcements, public presentation materials, and
other promotional/public information materials needed to inform members of the
public and to present the position and views of City management and the Board
of Directors; ensures distribution of produced materials.
3. Determines the best method and media
suitable to properly inform concerned and affected citizens, and to promote
awareness and understanding of City programs and services.
4. Serves as the City liaison with City
satellite agencies and other public agencies to ensure proper coordination of
activities; serves as the City liaison to community and civic groups and other
organizations to implement the City's public information and marketing
programs, provide information, and to represent the City's position on various
items; serves as the City representative to the Community Communication
Council.
5. Directs and conducts research, data
collection, and preparation of communication materials, reports, and other
written and visual materials needed for public presentations, press releases,
public information brochures, and other related items.
6. Conducts research and surveys, collects
information and analyzes data; compiles information for and prepares special
studies, reports, and recommendations; presents reports to the City Manager,
Board of Directors and other organizations.
7. Plans and directs the operation of the
City's cable television public access channel and all video production
services, including program production activities, program scheduling and
related media activities; provides consultation to City department
representatives in developing strategies for the use of cable television and
video production services to produce effective educational, training, and
informative programs; serves as liaison to the cable company.

8. Evaluates public information and marketing plans and programs implemented to determine which are successful and to modify programs as needed; reviews public information and marketing proposals for feasibility.
9. Prepares annual budget figures for all public information, public relations, marketing, and cable television activities; monitors expenditures to ensure budgeted amounts are not exceeded and to ensure compliance with budgetary guidelines.
10. Coordinates news media inquiries, press
releases, and public service announcements.
11. Directs and coordinates public relations special projects.
12. Plans and directs the work activities and
monitors performance of assigned personnel.
13. Operates a microcomputer with desktop
publishing, graphics, spreadsheet, and word processing software.
14. Operates a City pool automobile in the
performance of essential job functions.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Maintains hard copy and computer files and
records.
2. Performs other related duties as
required.
SUPERVISORY
RESPONSIBILITIES:
Provides general
supervision to the Video Production Technicians; provides general
direction to the Public Relations Coordinator.

ACCEPTABLE EXPERIENCE
AND TRAINING: Completion of a Bachelor's degree in
Public Relations, Journalism, Radio, Television, and Broadcasting, Marketing,
Public Administration, Business Administration, Communications, Advertising, or
a related area; at least four (4) years of experience in public
relations, communications, advertising, marketing, or a related area; at least two
(2) years of supervisory experience; OR
any equivalent combination of experience and training which provides the
required knowledge, skills, and abilities.
ADDITIONAL REQUIREMENT:
Must possess a valid
Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment
and maintain licensure for the duration of employment in this position.
