JOB TITLE:  Property Management Supervisor

 

MAINTENANCE REVIEW DATE:  May 1999

JOB OBJECTIVE:  To supervise the storage of all items coming into the possession of the Police Department; to update and maintain a computerized inventory system to account for all items submitted, accepted, retained and disposed.

 

ACCOUNTABILITY:  Receives general supervision from the Police Lieutenant (Support Services).

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Updates and maintains a computerized property inventory system, accounting for the complete disposition of property or evidentiary items submitted, accepted, released and destroyed.

 

2.         Establishes and schedules work assignments, and areas of responsibility for assigned Property Technicians; ensures the maintenance of all property, files and records.

 

3.         Ensures the orderly placement, organization, and inventory entry of items within the property room.

 

4.         Determines the disposition of items classified as stored or found; retains or removes the items for destruction, in accordance with established procedures, where ownership of the article cannot be determined.

 

5.         Prepares monthly, quarterly, semi-annual and annual inventory and property disposition reports, and other correspondence utilizing word-processing and spreadsheet software.

 

6.         Updates and maintains a check and double-check system for all narcotics and weapons submitted and retained for storage; suggests changes in procedures as necessary and implements upon supervisory approval.

           

7.         Prepares a listing of items meeting established criteria for sale or destruction; supervises the removal or sale of those items from storage; serves as witness to the actual sale or destruction.

 

8.         Updates and maintains procedures for the notification of appropriate parties in reference to evidence stored, to determine when the evidence can be scheduled for disposal; ensures the proper disposition and chain of custody of all stored evidence in accordance with established procedures.

 

9.         Updates and maintains procedures for the acceptance and storage of weapons and narcotics; ensures the safety of each stored weapon and reviews the disposition of all stored weapons to determine which can be released and which are to be scheduled for destruction.

10.       Updates and maintains safety procedures for the handling of possibly contaminated or infected evidence and property.

 

11.       Ensures procedures for the actual destruction of all property such as weapons, narcotics, etc., scheduled for disposal are performed in accordance with established procedures; serves as witness to the destruction.

 

12.       Monitors the placement of items in the property storage area to ensure proper storing for safety, maximum space utilization, easy access and identification.

 

13.       Updates and maintains procedures for the transportation of property and evidence from other locations to the main property room; transports property and evidence from other locations to the main property room.

 

14.       Ensures documentation of chain of custody on property and evidence is completed.

 

15.       Operates a City pool automobile in the performance of essential job functions.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Conducts periodic training sessions for new sworn personnel and property room personnel on established storage and safety procedures.

 

2.         Updates and maintains procedures for notifying property owners of property items stored and cleared for release; ensures the disposition of each item of property in accordance with established procedures.

 

3.         Testifies in court regarding areas of supervision.

 

4.         Ensures other storage locations have necessary supplies, including envelopes, evidence tape, and labels.

 

5.         Secures and releases currency stored in the vault.

 

6.         Performs other related duties as assigned.

 

SUPERVISORY RESPONSIBILITIES:

 

Provides immediate supervision to Property Technicians.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Good knowledge of inventory principles and practices.

 

Good knowledge of property storage principles and procedures.

 

Some knowledge of law enforcement evidentiary procedures and practices.

 

Some knowledge of computer fundamentals and business software, including spreadsheet and word processing software.

 

Familiarity with weapons safety and storage.

 

Familiarity with property auction practices and procedures.

 

Skill in the operation of a computer terminal.

 

Skill in the operation of a microcomputer, utilizing spreadsheet and word processing software.

 

Skill in the operation of an automatic transmission vehicle.

 

Ability to create and compile concise and accurate reports.

 

Ability to establish and maintain a computerized property inventory system.

 

Ability to supervise and direct the work activities of assigned personnel.

 

Ability to communicate effectively, both orally and in writing.

 

ACCEPTABLE EXPERIENCE AND TRAINING:

 

Completion of high school; at least two (2) years of experience in law enforcement related property storage and inventory, warehousing and inventory control, or a related area; at least one (1) year of supervisory experience; OR an equivalent combination of training and experience that provides the required knowledge, skills, and abilities.

 

ADDITIONAL REQUIREMENTS:  Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
