JOB TITLE:  Program Monitor

 

MAINTENANCE REVIEW DATE:  December 1998

JOB OBJECTIVE:  To provide programmatic support for an assigned program; to ensure that all programmatic activities of the program comply with applicable local, state, and federal regulations.

 

ACCOUNTABILITY:  Receives general supervision from the Workforce Development Program Administrator or Workforce Investment Board Coordinator.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Writes and implements, upon approval, policies and procedures for the program; recommends changes to existing policies and procedures to ensure compliance with local, state, and federal regulations.

 

2.         Ensures that programmatic activities comply with applicable local, state, and federal regulations and Finance Department procedures.

 

3.         Monitors contracts with partners and service providers for compliance.

 

4.         Reviews program performance and utilization reports; recommends changes to supervisor to meet program goals and objectives.

 

5.         Assigns and directs the work activities of and provides training to case managers and other assigned personnel.

 

6.         Conducts research and surveys; compiles and analyzes information for the preparation and implementation of new programs and projects, and for improvements to existing programs and projects.

 

7.         Prepares and submits narrative and statistical reports to governmental and other agencies.

 

8.         Maintains community resource list; refers individuals to community resource groups as appropriate; identifies specific service needs and recruits service providers to join program.

 

9.         Writes, edits, and ensures the publishing and distribution of a newsletter; provides assistance in the development of other communication and public information material to promote the program.

 

10.       Operates a microcomputer, utilizing database, spreadsheet, and word processing software.

 

11.       Operates a City pool automobile in the performance of essential job functions.

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Meets with business leaders, civic representatives, and community groups to provide and exchange information; solicits funds, materials, participation, and support for program sponsorship.

 

2.         Attends meetings of the Workforce Development Advisory Council or Workforce Investment Board.

 

3.         Answers questions and provides technical information relating to the program to clients and partners; assists Division personnel and partners in interpreting local, state, and federal regulations relating to welfare reform to ensure compliance.

 

4.         Assists in the compilation and writing of contracts and grant applications.

 

5.         Maintains hard copy and computer filing and record-keeping systems relating to the program.

 

6.         Performs other related duties as required.

 

SUPERVISORY RESPONSIBILITIES:

 

Provides general supervision to assigned part-time and temporary program personnel.

Ability to read and interpret local, state, and federal regulations relating to welfare reform.

ACCEPTABLE EXPERIENCE AND TRAINING:

 

Completion of a Bachelor’s degree in Public Administration, Business Administration, or a related area; at least two (2) years of experience in assisting with the administration of programs or activities, or a related area; at least one (1) year of leadership experience; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

 

ADDITIONAL REQUIREMENTS:

 

Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
