JOB TITLE:  Probation Officer - Senior (Environmental Court)

 

MAINTENANCE REVIEW DATE:  September 1999

 

ORG/POS #:  1052/1346

 

JOB OBJECTIVE:  To supervise the functions of the Probation Division of Environmental Court and to design corrective action plans and programs for probationers.

 

ACCOUNTABILITY:  Receives general direction from the Judge (Environmental Court).

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Supervises the work activities of the Probation Division staff, including assignment and review of work and handling of unusual or controversial cases.

 

2.         Interviews defendants, their families and friends and conducts background investigations to determine the types of sentences and to create corrective action plans.

 

3.         Recommends probation, community service and/or rehabilitation to the Judge at the defendant's sentencing hearing; contacts local schools, shelters, places of employment, or other resources to assist probationers with their rehabilitation, community service, and corrective action plans.

 

4.         Meets with probationers to monitor their progress and to counsel them regarding financial and other personal matters; supervises defendants released from jail on lowered bonds due to jail overcrowding.

 

5.         Completes necessary probation revocation paperwork for individuals who violate the terms of their probation; testifies in court as required.

 

6.         Prepares and maintains various probation legal documents; operates a computer terminal to check local, state, and federal criminal records of defendants.

 

7.         Develops policies and procedures for probation activities and writes grants for new probation programs for review by the Environmental Court Judge.

 

8.         Develops a security plan and ensures compliance by monitoring court activities; serves as Bailiff upon request of the Judge.

 

9.         Delivers speeches to schools and community organizations concerning the criminal justice system and City Code violations in the court; provides information to the general public concerning court programs and services.

 

10.       Responds to citizen complaints regarding Environmental Court probation procedures as required.

 

11.       Serves on special state and local councils regarding the probation system.

13.       Monitors utilization and security access to the NCIC/ACIC computer system.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Considerable knowledge of the guidelines governing the Criminal Justice probation system.

 

Considerable knowledge of courtroom procedures and practices.

 

Considerable knowledge of counseling methods and techniques.

 

Considerable knowledge of probation revocation procedures.

 

Good knowledge of federal and state laws and City ordinances.

 

Good knowledge of the budgeting process.

 

Skill in the operation of a computer terminal.

 

Ability to plan, direct and review the work activities of assigned Probation Officers.

 

Ability to interview defendants and conduct extensive background investigations.

 

Ability to develop corrective action plans for assigned probationers.

 

Ability to effectively counsel assigned probationers.

 

Ability to develop policies and procedures and to write grants for new probation programs.

 

Ability to testify in court regarding probation principles and practices.

 

Ability to communicate effectively both orally and in writing.

 

Ability to maintain confidential files and records.

 

ACCEPTABLE EXPERIENCE AND TRAINING:

 

Completion of a college degree in Criminal Justice, Psychology, Sociology, or a related field; at least two years of experience in probation, counseling, or a related area; at least one year of supervisory experience; or any combination of experience and training which provides the required knowledge, skills and abilities.

 

ADDITIONAL REQUIREMENT:

 

Must possess certification as Specialized Police Personnel.
