JOB DESCRIPTION
JOB TITLE: Private Sector Programs Coordinator
MAINTENANCE

OBJECTIVE: To serve as liaison between JTPA staff, the
Private Industry Council and private sector employers; to review proposals for
JTPA participation.
ACCOUNTABILITY: Receives general supervision from the Director of JTPA.
ESSENTIAL
JOB FUNCTIONS:
1. Compiles
information regarding available on-the-job training programs for use by the
Private Industry Council and other entities; participates in the preparation of
JTPA and on-the-job training annual plans.
2. Reviews
proposals for JTPA participation; prepares a recommendation or participates in
development of a staff recommendation on each proposal.
3. Provides
information and answers questions from private sector employers regarding JTPA
programs; visits work sites to collect information on proposed on-the-job
training programs.
4. Recruits
employers and negotiates on-the-job training contracts with approved agencies,
including numbers of participants, total cost, and types of training involved;
develops cost analysis model for subcontracts based on technical review of
proposals and monitors subcontractors' compliance.
5. Reviews
and updates contracting policies; provides technical assistance to service
providers and contractors.
6. Prepares
reports regarding the numbers of participants, cost, and training as required
by Federal, State, and local agencies.
7. Researches
and compiles reports regarding the types of training needed and eligible work
force.
8. Prepares
correspondence regarding contract compliance in JTPA programs as required.
9. Provides
technical assistance to subcontractors; reviews and approves contractor and
subcontractor reimbursement requests.
10. Provides
individual case management to JTPA participants which includes completion and
analysis of applicant skill testing.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Visits
work sites to ensure actual training complies with contracts; recommends
changes up to and including cancellation of contracts for programs not in
compliance.

public service announcements and videos as required; provides information to
the public regarding JTPA programs.
3. Performs
as liaison between Private Industry Council and subcontractors; researches,
compiles, and prepares general statistical information on participants and
employer placement opportunities.
4. Performs
other related duties as required.

REQUIRED
KNOWLEDGE, SKILLS, AND ABILITIES:
Good
knowledge
of JTPA regulations.
Good
knowledge
of on-the-job training programs and vocational training programs.
Good
knowledge
of the local private sector labor market.
Good
knowledge
of modern business administration practices.
Ability to research and compile
information on on‑the‑job training programs, demographics and
available work force.
Ability to communicate effectively,
both orally and in writing.
Ability to establish training and
placement costs.
Ability to develop annual plans
from available information.
Ability to prepare regular
narrative and statistical reports.
Ability to prepare information to
be presented as public service announcements by various types of media.
Ability to perform mathematical
calculations accurately.
ACCEPTABLE
EXPERIENCE AND TRAINING:
Completion of
a Bachelor's Degree in Business Administration, Vocational Education or a
related area; at least one year of experience in vocational training,
grant administration or a related area; OR
any equivalent combination of experience and training which provides the
required skills, knowledge and ability.
