Police Sergeant (Research and Development)

ACCOUNTABILITY:
Receives general supervision from the Police Lieutenant
(Management Research).
ESSENTIAL JOB FUNCTIONS:
1. Develops and mails surveys and
questionnaires to other Police Departments requesting information such as
salary rates, size of police force, number of calls responding to, and policies
governing certain issues, etc.
2. Receives and analyzes responses to
surveys and questionnaires; prepares reports which detail information received.
3. Responds to surveys and questionnaires
received from other cities by researching and compiling requested data.
4. Researches legislative proposals and
court actions to determine their impact on Police Department operations;
prepares informational reports for review by the Chief of Police which
summarize research findings.
5. Reviews proposed updates to the General
Orders, Rules and Regulations, and Divisional Operating Procedures for
grammatical errors or conflicts with other policies and/or laws; edits,
formats, and publishes documents after they have been proofed, utilizing a
microcomputer.
6. Distributes updates to General Orders,
Rules and Regulations, and Divisional Operating Procedures to all manual
holders; maintains a computerized master list of all manual holders.
7. Maintains computerized and manual files
and records related to departmental policies, procedures, rules, and
regulations.
8. Drafts updates to departmental General
Orders as requested or due to changes in laws and regulations.
9. Supervises the work activities of
personnel assigned to the Crime Analysis Unit; assists Crime Analysis personnel
with the development of charts, graphs, fact sheets, etc., which detail crime
statistical data.
10. Reviews and approves reports and
correspondence prepared by assigned personnel to ensure they are accurate and
complete.
11. Informs assigned personnel of changes in
departmental or divisional policies and procedures or changes in laws and
regulations; ensures assigned personnel comply with changes.

12. Evaluates the performance of assigned
personnel; recommends disciplinary action.
13. Approves and schedules leave time for
assigned personnel, ensuring adequate coverage of duties and responsibilities.
14. Prepares monthly, quarterly. semiannual,
and annual narrative and statistical reports.
15. Serves as liaison between the Police
Department and other law enforcement agencies, the Office of Emergency
Services, etc., to coordinate security and communications functions for special
events.
16. Contacts personnel in the City Attorney’s
Department, the City Clerk’s Office, and the City Collector’s Office to obtain
information regarding operating procedures and past practices.
17. Maintains a master computerized file of
all departmental transfer and assignment requests.
18. Testifies in court.
19. Enters and formats budget data in the
computer; generates budget reports.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Performs other related duties as
required.
SUPERVISORY RESPONSIBILITIES:
Provides general
supervision to the Police Officer (Crime Analysis) and the Crime Analyst.
