JOB
OBJECTIVE: To supervise the functions of the Management
Research Section, which include crime analysis, computer information services,
and research and development.
ACCOUNTABILITY: Receives general supervision from the Police Captain
(Administration).
ESSENTIAL
JOB FUNCTIONS:
1. Reviews
activity reports received from assigned sworn and civilian personnel; provides
assistance and guidance to assigned employees, and ensures any problems are
handled.
2. Oversees
the information services functions of the Police Department, which include the
development of computer programs for the Department, the generation of computer
reports, and entry of crime data into the mainframe and microcomputers.
3. Supervises
crime analysis functions, including the analysis of crime data to determine
crime trends, the preparation of maps which detail crime activities, and the
creation of charts, graphs, and fact sheets related to crime data.
4. Ensures
research is conducted on legislative proposals and court actions to determine
the impact on Departmental operations, policies, and procedures.
5. Reviews
proposed updates to General Orders, Rules and Regulations and Divisional
Operating Procedures for grammatical errors and conflicts with other policies
and/or laws; edits, formats, and publishes documents after they have been
proofed, utilizing a microcomputer.
6. Maintains
manual and computerized files and records related to Departmental policies,
procedures, rules, and regulations.
7. Prepares
tentative budget figures for areas of supervision; recommends and prepares cost
figures for new programs and new equipment purchases.
8. Prepares
monthly, quarterly, semiannual, and annual narrative and statistical reports;
conducts research and prepares special reports.
9. Monitors
and directs the development of forms within the Department; coordinates
editing, numbering and formatting of Department forms.
10. Evaluates
the performance of assigned sworn and civilian personnel; recommends
disciplinary action to supervisor.

11. Ensures
the development and maintenance of a Departmental ready reference document
which summarizes yearly crime statistics, the population served, number of
personnel, etc.
12. Enters
and formats Divsion budget data in the computer; generates budget reports as
required; prepares budget calculations.
13. Testifies
in court regarding areas of supervision.
14. Conducts
employment interviews and recommends the hiring of civilian employees assigned
to the Management Research Division.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Performs
other related duties as required.
SUPERVISORY RESPONSIBILITIES:
Provides general
direction to the Information Systems Coordinator; provides general
supervision to the Police Information Support Coordinator and Police
Sergeant (Research and Development).
