JOB TITLE:  Police Information Support Coordinator

 

MAINTENANCE REVIEW DATE:  August 1999

JOB OBJECTIVE:  To administer and maintain hardware and software components of Police Department microcomputer-based information system networks; to provide technical assistance in the installation, monitoring, and troubleshooting of Police Department networks; to assist in maintenance of mainframe computer files.

 

ACCOUNTABILITY:  Receives general supervision from the Police Lieutenant (Management Research).

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Provides technical assistance to all Police Department Divisions as required to set up and maintain local area (LANs) and wide area networks (WANs); determines needs and recommends designs, implementation, and priorities.

 

2.         Troubleshoots systems failures to determine the reason for failure; reviews functioning of hardware and software to locate and resolve system failures based on established documentation and configuration of the system; notifies supervisor of required additional resources or Department of Management Support of problems requiring their support.

 

3.         Designs, develops, and maintains the Department Internet Web site, including planning and developing site design, creating and maintaining site architecture, and developing site content; monitors Web site to identify and resolve performance problems.

 

4.         Administers and maintains Windows/NT operating systems and related software; troubleshoots system and software problems and develops solutions; makes recommendations; installs hardware and software; assists in the assignment of system security and user rights; configures system.

 

5.         Troubleshoots and diagnoses microcomputer equipment malfunctions; repairs and replaces faulty components; performs periodic testing and preventive maintenance; tests new equipment to ensure performance specifications are met.

 

6.         Determines computer system and network capabilities and recommends changes and upgrades; develops bid specifications for the purchase of hardware and software; assists in the review of bid specifications.

 

7.         Performs maintenance and periodic testing of the UNIX-based computer; develops user information base for UNIX commands; develops specifications for upgrading UNIX equipment.

8.         Conducts training in the use of microcomputers, peripheral equipment, software applications, and network operation; develops and maintains training materials, such as handouts, lesson plans, and manuals.

 

9.         Develops and implements, upon approval, policies and procedures relating to the Internet and Departmental microcomputers and networks, including standards; ensures distribution.

 

10.       Assigns and directs the work activities of part-time interns and officers assigned on a project basis.

 

11.       Ensures Departmental software is maintained in accordance with licensing agreements and federal regulations regarding copyright protection.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Makes recommendations for the disposal of computer hardware; ensures computer components are accurately accounted for and disposal of old components is in compliance with City policy.

 

2.         Serves on committees and attends meetings related to microcomputer development and Departmental needs assessments.

 

3.         Maintains computerized documents such as Little Rock Police Department General Orders, Little Rock Police Department Divisional Operating Procedures, and Arkansas Criminal Code; ensures access by appropriate users.

 

4.         Performs other related duties as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Considerable knowledge of the operation and capabilities of microcomputers and associated peripheral equipment.

 

Considerable knowledge of Microsoft Windows and DOS operating systems.

 

Considerable knowledge of Windows/NT systems and Ethernet, ATM, or token ring systems.

 

Considerable knowledge of computer fundamentals and database, desktop publishing, graphics, spreadsheet, telecommunications, and word processing software.

 

Good knowledge of microcomputer testing and maintenance.

 

Some knowledge of network management practices and procedures.

 

Some knowledge of computer programming.

 

Skill in the operation of a microcomputer utilizing database, desktop publishing, graphics, spreadsheet, telecommunications, and word processing software.
