JOB TITLE: Police Citizen Liaison

JOB
OBJECTIVE: To provide information and assistance
relating to the Police Department complaint process to City citizens.
ACCOUNTABILITY: Receives general supervision from the Police Captain
(Administration).
ESSENTIAL
JOB FUNCTIONS:
1. Answers
questions and provides information and assistance relating to the Police
Department complaint process and Departmental operations, policies, and procedures
to City citizens in person and by telephone.
2. Attends
neighborhood association and other organization meetings to answer questions
and provide information relating to the Police Department complaint process and
Departmental operations, policies, and procedures.
3. Provides
update information regarding specific case status to complainants in person and
by telephone.
4. Assists
Department employees as needed by scheduling interviews, accompanying
Department employees during field investigations and interviews, and assisting
with the location of complainants and witnesses.
5. Communicates
with civic representatives, business leaders, neighborhood associations and
other groups regarding high visibility incidents; answers questions and
provides information regarding the Police Department complaint process,
specific case status, and Departmental operations, policies, and procedures.
6. Writes
narrative and statistical reports relating to the complaint process.
7. Establishes
and maintains logs and records of citizen contacts and outcomes.
8. Operates a City pool automobile in the
performance of essential job functions.
SECONDARY
DUTIES AND RESPONSIBILITIES:
1. Provides
information to the media; arranges media interviews with appropriate officials
regarding specific cases.
2. Maintains
a list of personnel information for the Division, including Scope Plan call-out
sheet.
3. Performs
general office duties, such as answering the telephone, routing callers to
appropriate staff, and referring visitors to appropriate staff.

REQUIRED
KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable
knowledge
of law enforcement principles and practices.
Considerable
knowledge
of applicable federal, state, and local laws and ordinances.
Good
knowledge
of Departmental General Orders, Rules and Regulations, and Divisional Operating
Procedures.
Good
knowledge
of Civil Service Commission Rules and Regulations as they apply to Department
operations.
Skill in the operation of an
automatic transmission automobile.
Ability to read and interpret laws,
regulations, policies, and procedures.

Ability to establish and maintain
hard copy filing and record-keeping systems.
Ability to communicate effectively,

ACCEPTABLE
EXPERIENCE AND TRAINING:
Completion of
two (2) years of college coursework in Criminal Justice, Public
Administration, or a related field; at least two (2) years of experience
in law enforcement; OR any equivalent
combination of experience and training which provides the required knowledge,
skills, and abilities.
ADDITIONAL
REQUIREMENTS:
Must possess
a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before
employment and maintain licensure for the duration of employment in this
position.
