JOB TITLE: Police Captain (Records and Support)

OBJECTIVE: To perform a variety of tasks involving
administrative work in the supervision and direction of police function within
a division of the City of Little Rock Police Department.
ACCOUNTABILITY: Receives general direction from the Chief of Police and/or
Assistant Police Chiefs for the work assignments, review of work and written
reports.
DUTIES AND
RESPONSIBILITIES:
1. Ensures
the upkeep of the vehicles and Police Department buildings is maintained,
including the recommendation and supervision of any remodeling.
2. Completes
applications, requesting federal grant money to initiate new programs.
3. Schedules
and supervises work of Lieutenants in the areas of responsibility.
4. Completes
evaluation forms for Lieutenants and reviews recommendations for disciplinary
action, making decisions on written or oral warnings and sending others to
Chief.
5. Answers
questions concerning interpretation of Police Departmental policy and civil
work rules.
6. Inspects
jail periodically for proper upkeep in response to inmate complaints that
cannot be reconciled at a lower level.
7. Makes
decisions as to whether to release inmates if there is a great likelihood they
will repay the fine.
8. Investigates
and maintains records of all cases of employee misconduct or brutality charge
to determine if the charge is justified, by taking statements from each party,
reviewing each file and completing a report for the Police Chief, summarizing
findings.
9. Conducts
periodic audits on stored property and cash to ensure it balances and is being
handled correctly.
10. Answers
telephone calls and correspondence from the public and law enforcement agencies
concerning inmates in custody or Police procedure.
11. Prepares
final budget for review by the Chief, making estimations as to the cost of
supplies, equipment and personnel.
12. Reviews
monthly activity reports for divisions under areas of responsibility and
forwards to Assistant Police Chief.

13. Informs
Chief of any unusual problems or occurrences in the records and support or
detention.
14. Must
be available for any problems arising during any shift.
15. Conducts
monthly staff meetings to discuss problems and procedures.
16. Ensures
inmates are properly transported to proper law enforcement agencies after court
proceedings are completed.
17. Makes
releases to the press periodically concerning Police activity.
18. Supervises
night shift occasionally to ensure proper and efficient operations of Police
Department at night.
19. Supervises
auctions of unclaimed property to ensure they are properly conducted and money
is collected and submitted.
20. Discusses
with judges any problems of record keeping or detention procedures.
21. Contacts
insurance companies to ensure that bondsmen wishing to post bonds are properly
backed by insurance companies and licensed by the City Collector.
22. Submits
questions for promotional exams for Captain and lower ranks of Police
personnel.
23. Practices
on shooting range periodically to meet annual standards exam.
24. Performs
other related duties as required.
SUPERVISORY RESPONSIBILITIES:
Provides general
supervision to Police Lieutenants and indirect supervision to all other
personnel in the Records and Support Communications Center, detention, warrant
building and vehicle maintenance and ID and Photography Lab.
