JOB DESCRIPTION
JOB TITLE: Plans Examiner
MAINTENANCE REVIEW DATE: July 2000

JOB OBJECTIVE: To review all building plans and specifications for compliance
with engineering standards and construction related codes.
ACCOUNTABILITY: Receives general supervision from the Plans Examination
Administrator.
ESSENTIAL JOB FUNCTIONS:
1. Reviews building,
plumbing, electrical plans and specifications for all commercial projects in
the City of Little Rock. Plan review
includes all new projects, additions, and remodels.
2. Reviews for health and
safety features, including exit stairs, exit and emergency lighting, fire alarm
systems, smoke detection systems, occupant loads, sprinkler and standpipe
systems, smoke removal systems, tenant separation, etc.
3. Reviews and approves
structural systems, including foundation design, bearing capabilities of soil,
floor load limits, wind loads, snow loads, and structural integrity.
4. Routes all new
buildings, additions, and parking lot contract specifications to other involved
departments in order to comply with federal, state, and local regulations;
monitors status of project completion.
5. Assembles staff review
comments for each plan submitted; prepares a summary report for each applicant
detailing corrections to be made to the plans or other action necessary prior
to the issuance of a building permit.
6. Receives and reviews
certifications from architects and engineers for compliance with State Energy
Code requirements, State Health Department requirements, and Act 1100 seismic
requirements; conducts preliminary plan reviews for Building Code criteria and
advises for other Code issues that would prerequisite permit issuance.
7. Reviews new and remodel
projects to ensure buildings are accessible to people with physical
disabilities as per the Building Code and ANSI A-117.1 requirements.
8. Maintains files of
plans and specifications for all projects under review.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Calculates and collects
permit fees for all projects reviewed.

2. Maintains a technical
library of information with copies of the Building Code, Electrical Code,
Mechanical Code, and Plumbing Code.
Maintains additional technical materials and checklists on Code
requirements.
3. Performs other related
duties as required.

REQUIRED KNOWLEDGE, SKILLS,
AND ABILITIES:
Considerable knowledge of architectural,
engineering, and construction standards governing design, construction, and use
of all buildings.

Considerable knowledge of design and installation
standards for plumbing, electrical, and mechanical systems.
Skill in the operation of a desk
calculator.
Ability to read and interpret codes
and standards that apply to construction of buildings and structures.
Ability to prepare clear and
concise reports.
Ability to communicate tactfully
and effectively, both orally and in writing with inspectors, contractors,
builders, and citizens.
Ability to maintain detailed
records.
Ability to recognize code
violations and construction defects at the construction site and on plans.
ACCEPTABLE EXPERIENCE AND
TRAINING:
Completion of two years of
college course work; at least four (4) years of experience in the design
or inspection of commercial and/or industrial building construction; OR any equivalent combination of experience
and training which provides the required knowledge, skills, and abilities.
ADDITIONAL REQUIREMENT:
Certification as a Building
Plans Examiner or the ability to complete certification within the first year
and a half of employment as required.
