JOB TITLE:  Plans Examination Administrator

 

MAINTENANCE REVIEW DATE:  July 2000

 

ORG/POS #:  1530/2955

 

JOB OBJECTIVE:  To supervise the plans examination process by ensuring all building plans are reviewed and submitted for approval in a timely manner.

 

ACCOUNTABILITY:  Receives general direction from the Building Codes Manager.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Assigns plans to the Plans Examiners for review to ensure conformance to City Building Codes; distributes plans to external agencies (i.e., Wastewater, Water Works, etc.) for their review and approval.

 

2.         Maintains a log of all plans received, distributed, and reviewed; ensures internal and external plans review personnel complete their reviews in a timely manner.

 

3.         Explains the plans review process to architects, engineers, contractors, and owners.

 

4.         Maintains detailed files and records relating to the plans review process.

 

5.         Researches special uses of materials and approved specialty products for fire protection, safety, and physically disabled accessibility; reviews reference materials for approved standards.

 

6.         Receives building, plumbing, electrical, and mechanical plans for proposed repairs or additions to buildings (i.e., multi-family, institutional, commercial, etc.).

 

7.         Reviews plans to ensure all required documents are attached; notifies applicants of any deficiencies.

 

8.         Calculates plans' fees based on square footage, value of the job, number of plumbing fixtures, number of outlets, and other features as defined by City Ordinances; ensures fees are paid by the applicant.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Coordinates Building Code Board of Appeals for all commercial cases.

 

2.         Serves as backup to Building Codes Manager for commercial projects.

 

3.         Performs other related duties as required.

 

SUPERVISORY RESPONSIBILITIES:

 

Provides general supervision to the Plans Examiners.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Considerable knowledge of architectural, engineering, and construction standards governing the design, construction, and utilization of buildings.

 

Considerable knowledge of design and installation standards for plumbing, electrical, and mechanical systems.

 

Familiarity with Civil Engineering principles and practices.

 

Skill in the operation of a desk calculator.

 

Skill in the operation of an engineering/architectural scale.

Ability to read and interpret codes and standards that apply to construction of buildings and structures.

 

Ability to read and interpret construction drawings, blueprints, and schematics.

 

Ability to prepare clear and concise reports.

 

Ability to communicate effectively, both orally and in writing.

 

Ability to maintain detailed files and records.

 

Ability to recognize code violations and construction defects at the construction site and on plans.

 

Ability to direct the work of assigned Plans Examiners.

 

ACCEPTABLE EXPERIENCE AND TRAINING: 

 

Completion of two (2) years of college course work in construction, building trades or a related area; at least four (4) years of experience in the design or inspection of commercial and/or industrial building construction; at least one (1) year of supervisory experience; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
